Proposal Evaluation Criteria Price, Technical specs, Performance factors with bidder’s ability to meet delivery schedule • Technical specs / ability to manufacture 1600 pts • Ability to meet delivery plan 1600 pts • Fabrication plan 1600 pts • Experience 1600 pts • Quality Control 1600 pts • Cost 2000 pts Total 10,000 pts

Draft Contracts based on RFP’s[Sent to university legal council and sponsored programs on 10.17.01] • Purchase orders based on RFP’s were written.[Sent to University Legal council and sponsored programs on 10.15.01 / 10.16.0 PMT and Fiber respectively.] • Agreement has been reached between Iowa and TTU sponsored programs on how to pay the bills since funding for fiber and PMT’s were equally distributed between Iowa and TTU.

  6. Approval Process • Purchasing department final approval • University legal council approval • University business manager approval • Board of Reagents committee (since > $250k) • Placed the order on 11/1/01 (Done !)

Purchase Orders • Fiber 995km QP@ $1.29/m with option of additional 120km at the same price [Jan, Decision time]- Eliminated two Russian performs for production- Blend of Saint-Gobain PLC and Heraeus Core Glass • PMT’s R7525HA 2600@ $202.28/tube with 20% uniformity- Option R7525HACC with 30% uniformity @ $168.56/tube. [problem: about 4 months before initial small quantity can be delivered and R7525HCC was never built or tested with the new proposed method]

Recent Developments - Fibers • Meeting at Polymicro on 11/14/01Several issues were resolved on test procedures. • Exception by Polymicro on the attenuation at 300nm was modified .Polymicro will produce First Article fiber [40-50 km] of production fiber. Attenuation values obtained and rejection criteria will be defined. • Polymicro produced a detailed report on the QP fiber testing for core materials using two main performs [Heraus and Saint-Gobain] • Next meeting in January.

  9. Recent Developments - PMT’s • Hamamatsu has agreed to produce 10 bases with divider ratio4:1:1.5:1:1.2 …… 3:32 bases with divider ratio4:1:1:1 …… 2:2 • Hamamatsu has agreed to provide the PMT’s with bar-coding • Iowa has purchased bar code reader • First 20 PMT’s will arrive late December/early Jan • M. Miller has constructed 8-channel, computer- controlled electrometer • New Digital scope Tek TDS5104 has been ordered.
