  2. Background • The PPSU-MOFL phase II is continuing from its earlier under the ASPS I from 01 July 2000 to 30 September 2006. It is housed at the MOFL and is headed by Joint Chief of Planning Wing, MOFL who acts as the Project Director. • The PPSU-MOFL as part of ASPS is oriented towards helping the MOFL, DLS, DOF and other actors in the fisheries and livestock sub sectors with broader support in policy and planning. • PPSU will help coordinating at the component level and make necessary preparation for the CSC meeting. • As part of ASPS II, the PPSU-MOFL has close relations with the other Components. It collaborates closely with the Planning Wing of the MOFL, the DLS, DOF, the RFLDC Noakhali, the RFLDC Barisal and the PSU Planning Commission.

  3. Objective • The Overall objective as per TPP is “Improved living condition of the poor, marginal and small farmer households through enhanced, integrated and sustainable agricultural productivity”. – Actually this is program goal • In reality, the PPSU objective is helping the MOFL, DLS, DOF and other actors with broader support in policy and planning. This includes helping MOFL to initiate the needed institutional change and reforms.

  4. Specific Objectives • Continue support to the full establishment of MIS at the MOFL • Carry out studies in planning and policy issues of the fisheries and livestock sub sectors to support institutional change and reform process • Support Human Resource Development in the MOFL through training after proper need-assessment.

  5. Achievements against Objectives • MIS infrastructure and Local Area Network (LAN) has been established. Hardware and Software procured and installed. MIS intranet modules have been installed in the Ministry and User Testing, debugging and modification are going on. Website of the MOFL is functioning but not regularly updated . • Two studies were awarded, one about tracing of hazardous chemicals in shrimp of which draft report has been submitted and the other one about supply chain of hilsha. The second one is lagging behind. • English language Training courses were provided to 58 MOFL officials at British Council, Dhaka. Another 30 officials were provided MIS training out of the carried over fund from ASPS-1.

  6. Output Targets and Achieved • Manpower: Of the 10 positions, 9 are currently working. National Adviser and Computer Programmer recruited 3 months ago. • 3 out of 32 computers procured. The unit is now using old ASPS I computers. • MIS software: MIS developed by an IT company is now under test for effectiveness. • Networking: Server and LAN installed. Website now working but not regularly updated. • HRD Training: out of 30 against target 120 officials received computer training and 58 received language training. • Study Tour: Target 20, not yet implemented. • Studies: Target 2, both awarded, one presented draft report. • Workshop: Target 7, not yet implemented.

  7. Causes of Shortfall • Delayed recruitment of National Adviser and prolonged vacancy of Senior Adviser position. • Low orientation of the unit manpower of playing the role in policy, planning and coordination, limiting their role in “routine support”. • Low capacity in using PPR 2008

  8. Way forward • Both national Adviser and Senior Adviser are now placed hence the main problem is already resolved • The PPSU is getting better oriented now and has already become active to play coordinating role among the ASPS II projects under the MOFL. • Next round of training will include a course on the use of PPR participated by MOFL as well as PPSU officials. • Next round of training will also focus proficiency in computer use including internet browsing and trouble shooting so that the PPSU will have reduced load in day-to-day trouble shooting.
