  2. NYPIRG Special Interests New York’s lobbying law requires the reporting of advocacy before state and local governments. 5,887 lobbyists registered with the Commission, representing 3,499 clients. New York has the highest ratio of reported lobbyists to lawmakers in the nation. (24 to 1)

  3. Limitations Virtually all gifts to public officials are banned. Only those that spend over $5,000 in lobbying activity must report. No required disclosure of business relationships with elected officials. No limits on involvement in campaign fundraising. NYPIRG
