One stop shop project • Goal: To assure a suitable information support for the future entrepreneur – sole trader and to enable him/her to start with business operations in the shortest time possible. • Duration: : 1.6.2004 – 1.7.2005 • Budget: 250.000 euros for development, without infrastructure • Human resources within PA: 427 working days

  3. One stop shop portal services • Portal for legal persons offers: • registration of an entrepreneur and entry into the Business register • of the RS • - sending tax data to register into the Tax register • - registration of an entrepreneur into obligatory health insurance • registration of an entrepreneur’s children into obligatory health • insurance • - entry of changes of the company in the register of companies • closure of the sole trader • all above mentioned procedures can be done by internet from home • or on entry point • - identification for VAT purposes • - e-handed decisions from public institutions

In the RS there are over 200 active entry points which are: • - AJPES (Agency of the Republic of Slovenia for Public and Legal • Records and Services) • - Administrative units • JAPTI (Public Agency of the Republic of Slovenia for • Entrepreneurshipand Foreign Investments) • - DURS (Tax Administration of the Republic of Slovenia) • - District Units of Chamber of Craft of Slovenia • District Units of Chamber of Commerce and Industry of Slovenia • And one virtual entry point • Use of the system with any of qualified digital certificate in the RS.

  23. Savings for citizens Savings on: time (1 day), before 8 days long procedure tax (abolished) forms (abolished) transport costs (concept one stop shop) Estimation of savings = 807.833,00 EURO per a year for citizens Costs when registering a company from home: 0 EURO

Plans for the future • One stop shop for companies • Goal: time for registration will be shortened on 7 days • Business and court register will betechnologically joined • Registration into court register will be free of charge, also changes and closure of all forms of companies. • Entry points: • One stop shop entry points • notaries • - virtual entry point • Courts, notaries and one stop shop entry points will use the system.

Project challenges - obstacles and opportunities • Cooperation of private sector institutions (post, banks, • mobile providers, insurance companies) • Insurance companies have obsolete technology, don’t offer online extension of insurance  we adopted law that obliged them to offer online services until end of March 2007 • Promotion • Complexity of the system – all components must operate

  41. Vision • Online extension for persons with disability • Integration of online extension of obligatory insurance • and vehicle license • Savings for citizens • 1/3 off all potential users: 157.000 users of e-service • Estimated savings: 2,2 mio EURO per a year
