Mission Downtown Commercial Master Plan Mission of the Downtown Commercial Master Plan: To document and illustrate a vision that will guide and inspire the present and future downtown community to maximize its assets and development potentialwhile respecting the principles and goals. All master plans should be revisited every 15 years to take into consideration any socio-economic factors that may have had a diverse impact and that may need to be considered going forward.

Step 2 Downtown Commercial Master Plan STEP 2: RESEARCH & ANALYSIS • While in Montreal, the team and the Steering Committee, held a “Working Session” at GCH offices where at which time the team: • Presented the Vision Report and reviewed existing pertinent data • Reviewed Demographics/commercial evaluation of the local market & opportunities for the Preparation of the Commercial Development Analysis • Discussed the planning of the Public Presentation • 5. Step 3 Downtown Commercial Master Plan STEP 3: ENVISIONING & URBAN DESIGN CONCEPT At this stage the team was charged with the task of adjusting the program to suite the data gathered by the research and analysis stage and to reflect the Steering Committee input. To articulate the Vision and Goals and to give a preliminary presentation on the direction of the of the overall Concept and findings to date. 29-Aug-2005:Final Program, Vision and Goals Presentation to Council for approval. After having received Council Approval the team proceeded to; ·Establish the architectural vocabulary and theme of each neighborhood ·Develop the Urban Master Plan ·Commercial Development Analysis (DRAFT) ·Develop the Illustrations

  30. Step 3 Downtown Commercial Master Plan 03-Oct-2005: A Public hearingwas held to present the preliminary Master Plan to the community. This hearing was advertised and held at City Hall enabling the general public and stakeholder interest groups with respect to the input to Master Plan. On the same day the PXD team and associated consultants participated at a preliminary presentation by Ted Handy and his team to the City of Barrie Staff, of the Cultural Master Plan prepared. This proved to be a highly beneficial brainstorming sessions as both teams got to share their vision and goals and looked at how the two plans can harmoniously evolve and strengthen each other. Also, the team met with the City engineering staff to get more in-depth technical knowledge of the infrastructures and feasibility of various options. Following the Public Hearing the Consulting Team, City of Barrie Staff and Steering Committee shared the relevant issues and comments that came up identified what needed to be resolved as part of the Final Master Plan.

Step 4 & 5 & 6 Downtown Commercial Master Plan STEP 4 & 5: DEVELOPMENT OF OPTIONS & FINAL MASTER PLAN During the course of over one month the Consulting Team integrated the comments and studied the development sites at a larger scale in order to develop more detail and to provide data for the preparation of relevant public work costing for each concept by the City of Barrie. STEP 6: IMPLEMENTATION STRATEGY Parallel to Step 4 & 5, the team developed the associated Implementation Strategy 15-Nov-2005:Final Master Plan, and Implementation Strategywere presented to the Steering Committee for Final approval. The Final Master Plan was endorsed, as was the Implementation Strategy. The Consulting team got the green light to complete the Master Plan Report.
