    4. DESIRED OUTCOME Family life education skills & knowledge can & need to be learnt. We need to take a proactive effort to strengthen and enrich family life.     5. Next, I shall run through the main roles & responsiblitiesof the SFE Service provider and coordinator. Schools appointed service provider help to oversee the planning and implementation of the SFE program to the 3 target groups. Schools, in consultation with their service provider, will plan and decide on the various FLE programmes for implmentation.     6. The SFE coordinator are like the arms and legs of the SFE programme. They coordinator the programmes, speakers, publicity and other logistic support for the SFE programme.     7. They also manage & promote the FLE centre/corner. And identify parents for parent facilitator training.     10. Here is a list of examples of programme supported under SFE for parents. Parent education provides effective parenting skills which promote better-child understanding & improves parent-child relationship.     11. Parent volunteers in the SFE schools are given the opportunity to contribute to the school and the community by being active advocators of parental involvement and family life education. They undergo a 40hrs of training as parent facilitators to encourage parent participation and co-facilitate parenting workshops and meetings. Parent facilitators can be trained further to become parent befriender to reach out to hard-to-reach parents through facilitating workshop, coffee talk and projects.     12. How do school staff benefit from the programme? There will not be extra work load for the staff as there will be an SFE coordiantor to run the programme for 3 years, with MCYS funding. School staff will be treated as a member of the family and not as a staff.     13. SFE programmes organised for students aim to enhance their family life thru imbuing students with positive values & attitudes towards family and life. And life skills that would empower & aid students in coping with life’s demand.     14. The SFE programme planned is based on the needs of the target groups and the include subject matter are central to the family life of each target group. Out of the 100 hrs, 70hrs is for parents/staff and 30hrs for students. And 10 out of the 70hrs for parents/staff is craved out for social & recreational activities . The objectives is to incentivise parents to participate in SFE. The SFE programme planned is based on the needs of the target groups and the include subject matter are central to the family life of each target group. Out of the 100 hrs, 70hrs is for parents/staff and 30hrs for students. And 10 out of the 70hrs for parents/staff is craved out for social & recreational activities . The objectives is to incentivise parents to participate in SFE.

    16. In term of publicity, MCYS will provide SFE schools with MCYS family life resource material SFE brochure stand and banner. We have also produced a SFE corporate video to showcase testimonials from principals and parents of SFE schools and other comprehensive information on the SFE programme. School should received all these material by end of April. I think some of the schools have already received their family life resource materials. Do lookout for the bi-monthly SFE e-newsletter which is send out via email. It contains updates on the SFE programme. MCYS FUNDING - Family Life Education Programme MCYS provides a maximum yearly funding of $20000 for the 1st year, $15000 for the 2nd year and $10000 for the 3rd year for the implementation of FLE programme to the 3 target groups. Beyond the 3rd year, the schools may opt to continue the programme for another 3 years. MCYS FUNDING – Performance Indicators Percentage of parent participant/outreach is cumulative., i.e., For year 1 is 30% and an additional 10% of parents should be reached in year 2 and additional 20% for year 3 Figues are based on student enrollment for the year. E.g., if student enrolment is 2,000, total number of parents reached out should be 600 in the first year, 800 in the second year and 1200 in the third year Outreach figures should reflect the distinctive participants, which are parents attending SFE programme for the 1st time, and not attendance rates. MCYS FUNDING - SFE Coordinator MCYS fund the appointment of SFE coordinator for 1st 3 years to assist the service provider and the school in implementing and overseeing the programme more effectively. The funding is $10,000 per year per school and the required work hours is 936 hours.     21. EVALUATION MCYS will also track the performance of the schools and the budget. In order to ensure that the SFE programme truly benefit the target groups and to determine ways to improve the programme, we will conduct surveys once every 2 to 3 years at all SFE schools. This year, a survey company will be commissioned to do the survey with the help of the schools, service provider and coordinator. We hope that PEPS schools will provide the necessary information and support to the survey. We will send more information to SFE schools closer to the date. MCYS will also track the performance of the schools and the budget.     24. The registration for the upcoming May 08 training for Parent facilitator and SFE coordinator is open.
