  3. USAG KAISERSLAUTERN Explosives Licensing 1. Licenses are issuedfor permanent and temporary locations that have explosives facilities and/or operations. Licenses identify the allowable limits based upon mission requirements, and can be more restrictive, but must never exceed the limits approved in the site plan. 2. The license must contain, as a minimum the following information: (a) Area Location (b) Facility Location (c) Type of Facility (d) The HD authorized (e) Allowable Limits for each HD (f) Determining “K” Factor (IBD, PTR, IL, Mag) (g) Actual separation distance (Courtesy ofUSARERUR SAFETY)

  4. USAG KAISERSLAUTERN Explosives Licensing 3. Licenses are prepared by the Operating Unit’sSafety Office with technical assistance provided by supporting QASAS. 4. The licenses are forwarded to the Garrison Safety Manager or the Safety Director servicing the explosives location who will certify and date the licenses. 5.Licenses will be reviewed annually by the responsible safety manager for compliance and encroachment. The review will include an onsite inspection of the area. A recalculation of the site may be necessary if new exposures are noted in the restricted areas. (Courtesy of USARERUR SAFETY)

USAGKAISERSLAUTERN Explosives Licensing Unit Safety requests assistance from local supporting QASAS to complete the License USAREUR Unit prepares the License License is based on Mission Requirements at the facility storing or operating with explosives Unit coordinates mission requirements with their Command Group/G3 Licenses are completed for every separate location. Garrison Safety reviews package and verifies the Licenses do not exceed weights approved in site plan. Unit analyst/POC is noted on every separate location. Garrison/Installation Commander designates Garrison Safety Manager as issuing official. Garrison Safety Manager will certify, date and issue the license for every separate location. USAG KAISERSLAUTERN Risk Assessments • Units will conduct a risk assessment (app C) on a potential storage site before storing ammunition in an arms room, to justify the storage based on operational necessity and safety considerations. The unit commander will approve and sign the risk assessment and forward it to the garrison commander • The unit commander will consider the need to expose the fewest people to the least amount of explosives for the shortest period of time. • The risk assessment will be coordinated with garrison safety, logistics, security, fire-protection, and quality assurance specialist ammunition surveillance (QASAS) personnel. For areas where dedicated QASAS are not available, coordinate QASAS support by contacting the USAREUR G4 (AEAGD-SD) QASAS-in charge. • The garrison or responsible safety office will maintain the original risk assessment. A copy of the risk assessment will be posted in the arms room and all arms-room personnel willreview its contents and sign it at least once a year. The annual review must be documented

USAG KAISERSLAUTERN Time limits for storing ammunition in the arms room Units which are located fewer than 3-hours from an approved AHA or ASP may store limited quantities of HD 1.2.2, 1.3 and 1.4 training ammunition for up to 4 business days plus the number of training days. (For example, if training will be conducted for 5 days, ammunition may be stored up to 9-business days-2-business days before and 2 after training.) Units located more than 3 hours from an approved AHA or ASP, when required, may store limited quantities of HD 1.2.2, 1.3 and 1.4 training ammunition for up to 8 business days plus the number of training days. (For example, if training will be conducted for 5 days, the ammunition may be stored up to 13-business days-4-business days before and 4 days after training.

Intrusion Detection Systems Maintenance of the Alarm System is performed semi-annually by our Base Maintenance Contractor, Firm ITT, FSGmbH A listing of Personnel authorized to perform the IDS Maintenance and Repair is updated as changes occur. Lists are distributed through the IC Office. (Info is FOUO) USAG KAISERSLAUTERN

  33. NEW Intrusion Detection System required When a new Arms Room/Vault is built, the Unit moving in is responsible to order and provide the Alarm System. (Maintenance and repair is the responsibility of the DPW).   34. Installation of the Alarm System The DPW will install the Alarm System upon request of the user A Work Request, DA Form 4283, has to be submitted, describing what needs to be done The DPW will estimate the costs and request funds from the requestor Upon receipt of the funds, the action will start. Hook-up of the Alarm System to the Monitor Desk The unit TCO (Telephone Control Officer) needs to fill out a Work Request (on-line) requesting a dedicated telephone line for the arms room and the alarm system If no TCO is appointed, contact Mr. Eric Melton, USAREUR G-6, tel 370-8602 or Herr Dube of 2nd Signal Brigade, tel 381-8238 for further information Once the alarm system with the telephone line is installed, Firm Motorola needs to be informed, by the customer, to hock-up the alarm system to the appropriate switch. (This will cost the Unit approximately $ 1,000 and will be paid for by credit card).   36. High Security Hasps The Unit is responsible for providing High Security Hasps for new Arms Rooms Stock Numbers and Prices are available at the DPW. Security Lighting The entrance door to an Arms Room has to be illuminated at all times If an Arms Room has windows, an exterior light fixture has to be installed and is to be connected to the same circuit as the light fixture above the entrance door Exterior lights will be covered with wire mesh screen or equipped with vandal resistant lenses Switches will be installed inside the arms room USAG KAISERSLAUTERN

Malfunctions In case of any malfunctions of the alarm system, electrical lighting, doors, windows or any other structural part of the Arms Room, please call the responsible Service Order Desk for help. You will be given a document number (you need to refer to when you need to check the status).
