    2. 1 Incoming Certificate Packages Incoming Certificate Packages Checking the incoming certificate package is the initial step in the receiving inspection process. Without this key step, the rest of the inspection is pointless. Attention to detail is extremely important! Any missed non-conformances will compromise the physical part in question and could possibly surface during inspection audits from our customers. Remember, when questioning whether something is a non-conformance or not, contact your Supervisor or a Quality Engineer!

    3. 2 Receiving the Certificate Package When picking up the certification package, the first page that you’ll notice should be the Receipt Traveler. The Receipt Traveler is a Cobham generated document and should contain the following pieces of information:

    4. 3 Receipt Traveler Notice the part number, revision and description; take special note of dash numbers that may denote special conditions for the part.

    5. 4 Receipt Traveler Listed are the quality clauses, these must be reviewed because they will describe what will be required with the certifications.

    6. 5 Receipt Traveler Note the buyer, the source (supplier) and the document number (Cobham’s P.O. to the supplier). The P.O. number must be on the supplier’s Certificate of Compliance.

    7. 6 Receipt Traveler Verify in Oracle that the supplier is approved to perform the type of work that is being checked in. Also, verify any quality standards listed.

    8. 7 Receipt Traveler Note that the supplier’s AS9100 certification has expired, contact the buyer to determine if the supplier is still compliant AS9100 standards.

    9. 8 Receipt Traveler The quantity ordered, received and remaining are listed; the quantity that was received must match the quantities on the certificates.

    10. 9 Receiving the Certificate Package (cont.) Take apart the Certificate Package and rearrange the documents in the order that the parts were manufactured. Receipt Traveler Supplier’s certificate of compliance (generic) Raw material certification Heat treatment certification NDT certification Process certifications (dry film lubricant, anodize, plating, etc.) Part drawing (may be bubbled) Dimensional inspection sheet (First Article Inspections)

    11. 10 Receiving the Certificate Package (cont.) As an example, sometimes certain notes only pertain to certain part numbers whose only difference is separated by a dash number.

Examine each of the certifications separately, there should be traceability throughout the package and the certifications must be clear enough to be copied and scanned: Note: The drawing notes will determine what special processes and specifications will be required for the manufactured parts, make sure the proper dash number is being verified.

    14. 13 Receiving the Certificate Package (cont.) Supplier’s certification of compliance (generic): Look over the Quality Clauses (ex. QC 01.X) to see what is required of the certification (such as Cobham P.O. number, supplier P.O. number, Cobham drawing number, heat and lot traceability, etc.). The quality clauses will designate what information is required on the supplier’s certificate of compliance as well as the other certificates. Make sure that the piece quantity coincides with the amount shown on the Receipt Traveler. Traceability is the most important aspect here; ensure that all the documents can be traced back to the Receipt Traveler.

    16. 15 Receiving the Certificate Package (cont.) Raw material certification: Look over the Quality Clauses (ex. QC 02) to see what is required of the certification (such as Cobham P.O. number, Cobham drawing number, heat and lot traceability, etc.). QC43 and 50, specify that the material is DFARS compliant or Berry compliant, check the country of origin. Make sure that the piece quantity coincides with the amount shown on the Receipt Traveler (a larger quantity on the certification may indicate that the delivered quantity may be part of a larger order or that pieces were rejected during production, a smaller quantity is a non-conformance).

Raw material certification (cont.): Verify that the ASTM and other material specs are 100% identical to what is called out on the print including, but not limited to all dash numbers and condition letters, do not assume that if the ASTM base number matches that the material is the same as what is required. Sometimes, the raw material was supplied by Cobham and therefore, there must be documentation stating that the origin was from Cobham, such as a packing slip from Cobham.

Special process certification: Look over the print notes to see what is required of the certification (such as AMS specs, NASM specs, tensile stress ranges, hardness, etc.). In many cases, a spec on a drawing may have a callout that is similar to the spec called on the cert (ex. ASTM E 1417 Type 1 Method A vs. ASTM E 1417-05 Type 1 Method A). In this case, the -05 designates a revision level for the spec which wasn’t on the drawing. Verify before accepting the spec. If the supplier’s certification spec is missing some of the numbers and letters from the print spec, reject it.

    23. 22 Receiving the Certificate Package (cont.) Bubble print and first article inspection: QC07, 08, 16 and 29.X call for first article and/or bubble print dimensional inspection. Verify that when a bubble print and subsequent dimensional inspection sheet are in the certification package, that the proper tolerances are correlated to the print and verify that the proper print revision is provided. Make note of the dimensional tolerances and be sure that the measured tolerances coincide with what the dimensional tolerance permits.

    24. 23 Receiving the Certificate Package (cont.) In the event that you find problems with the certifications : First, go through the whole package to make sure that you find all the problems. Make a list of the problems and note which certification(s) is (are) involved. Contact your supervisor and/or a quality engineer and go over with them what you’ve found. If directed to, contact the buyer, whose name is listed on the Receipt Traveler, and go over what you found with him/her and let them contact the supplier directly.

    25. 24 Receipt Traveler Once the entire package is accepted, write “data pack reviewed and accepted by (your name and date it)” in the area shown.
