Introduction: • Part of the 2014 Idaho Initiative for Secondary Agricultural Education Improvement • Idaho Code 33-1629 • Idaho Quality Program Standards (IQPS) Incentive Grants • Agricultural Education Program Start-Up Grants • IDAPA Rule 55.01.04 - SBPTE • Proposed rule going through process to be permanent rule • Approve IQPS • Establish the IPQS Incentive Grants • Eligibility, application and assessment process, selection of grant recipients, incentive grant awards, payments and appeals • Establish Agricultural Education Program Start-Up Grants • Eligibility, application process, selection of grant recipients, start-up grant awards, payments and appeals • Administered by the Idaho Division of Professional-Technical Education FY 16 Incentive Grant Project --- Local Review Team Training

STEP 3: • State Program Assessment • Division assessment from local program review documents • State Review Team • State team leader – current or past Ag/NR program manager • 2 – 3 subject matter experts – IVATA nominated, team leaders approved • Each state team member will complete assessment and score • State team members can contact local review team for clarification of information • No additional information from local review team is to be requested • State team members will not have local review team scores • State team visits to local programs is facilitated through team leader or Ag/NR program manager • Team leader will finalize state program assessment scores average and transfer to summary sheet FY 16 Incentive Grant Project --- Local Review Team Training

STEP 4: • Final Review and Division Approval • State team leaders meet to finalize scores • When local team and state team scores vary more than 2 points, the team leaders will review the materials and determine a final score • Local program and instructor scores added determine final score • Rankings of local programs and instructors will be finalized • Division administrator makes final approval of the rankings • STEP 5: • Grant Award Process • Grants awarded based on: • Grant funds available • Qualified applicants • Grants will be $10,000 • Ties – will have remaining dollars split evenly • Grants will be prorated for instructors teaching less than 1 FTE ag ed • Example - 50% FTE ag ed -- $10,000 x .5 = $5,000 grant FY 16 Incentive Grant Project --- Local Review Team Training

STEP 5 (continued): • Grants will be prorated for instructors teaching less than 1 FTE ag ed • Example - 50% FTE ag ed -- $10,000 x .5 = $5,000 grant • Verify the instructor is still with program and ag ed FTE remains the same before grant is awarded • Grants awarded annually, must apply annually to receive grant • Grants are not renewable or transferrable • Award Notification • Announcement of grants following approval of Division administrator • Funding authorization letters sent in fall after instructor verification • District must request reimbursement for funds, can submit for reimbursement has funds are spent FY 16 Incentive Grant Project --- Local Review Team Training

  9. Appeals: • Any grant applicant or recipient adversely affected by a decision made under provisions of these rules may appeal such adverse decision as follows. The grant applicant or recipient must appeal in writing no later than thirty (30) days following the announcement of the award, and the written statement must include the basis for the appeal. The appeal must be submitted to the administrator. The division shall acknowledge receipt of the appeal within seven (7) days. The administrator may or may not agree to review the action, or may appoint a subcommittee of three (3) persons to hear the appeal, including at least one (1) agricultural and natural resources professional. Timetable: • 2015 March State review team work continues • April State review team work continues • May State review team assessment due • State team leaders establish ranking • June Division administrator approves ranking • July Release rankings and grant amounts • Sept Verify grant recipients are still in program • Funding authorization letters sent • THE TIMETABLE FOR FY17WILL BE MODIFIED TO ALLOW THE PROCESS TO BE COMPLETED THROUGHOUT THE YEAR. • RECOMMENDATIONS FOR CHANGES WILL BE INCORPORATED INTO THE PROCESS AS POSSIBLE FY 16 Incentive Grant Project --- Local Review Team Training

General Comments: • Any program completing an IQPS local review that meets all Standards and QI at the basic level or above will be considered an APPROVED program and will not have local traditional on-site reviews conducted by the Division. • The Idaho Quality Program Standards, Standard Statements and Quality Indicators have been approved by the SBPTE. The Descriptors/Indicators were not sent to the SBPTE, so changes can be made through policy changes. Once the process is completed this year, we will need to have a discussion on changes to be made to the descriptors/indicators of the QI. • AET through Roger Hanagriff and Russell Ewell are working to develop reports that will match the information on the IQPS. We will keep you updated when reports are available to be used for documentation for parts of the IQPS. • Information for documentation of the IQPS this year can include the following two timeframes • 2013-2014 school year • 2014-2015 school year till December 3 when local reviews are due • After this year, the documentation will come from the previous school year.
