  1. Archaeology Service Gloucestershire County Council Jan Wills County Archaeologist Cheltenham HELAC 18/08/2011

  2. What we do • Information • Historic Environment Record • Advice • Strategic planning – County and District • Development Management – County/District • Land management advice eg Environmental Stewardship • Practical conservation and heritage management • Heritage at Risk • Outreach and education • Portable Antiquities Scheme • Survey and investigation eg FoD survey, RCZA

  3. What we do in Cheltenham • Strategic Planning • Joint core strategy: policy, land allocations • Development management • 1215 applications in 2010-11 screened against HER, advice provided • Historic Environment Record • HER records in database and GIS, including archaeological sites, historic buildings • Historic Landscape Characterisation, urban surveys, historic maps, + • HER21 project – improving the quality of the built historic environment coverage, providing wider access

  4. Changing contexts • Archaeology and the built historic environment: • Separate legislation, policy, and (in 2 tier areas) service delivery • Post 2010: joined up historic environment policy in PPS5 and NPPF • New legislation in future, bringing together archaeology and the built historic environment ? • Potential for joining up service delivery? • Local authorities: • Diminishing resources • Impetus to collaborate on service delivery

  5. Potential areas for cooperation • Key and enduring need for conservation advice relating to the built historic environment that is both expert and local, but: • Can we work together better across the 2 tiers, joining up advice on the historic environment? • Can we work better together over the county as a whole (and beyond?), pooling/swopping resources when needed? • Would any of this: • Save money • Deliver a better service for the public • Access additional resources? • Is there work to do to explore these possibilities?
