I: BACKGROUND AND CONTEXT The main context of this forum is to set the stage for review of MKUKUTA II (towards MKUKUTA III – note Second FYDP) – Revokes debate on role of MKUKUTA (poverty reduction) vs role of FYDP (growth focus) There are theoretical and empirical justification for their co-existence.

  4. i Genesis: PPW work was launched in 2002 with the main objective of offering an interactive platform to stakeholders on policy issues. It is one of the key activities of Poverty Monitoring System

  5. II: ORGANIZATION OF DAY 1 ACTIVITIES Three activities marked the first day of PPW 2013 • Official opening speech (and protocols around it: Welcoming and introductory remarks – PST MOF; Opening statements – NSAs, DPG Co-Chair; Deputy Minister MOF and vote of thanks – Deputy Minister MOF)

III: KEY MESSAGES FROM DAY 1 • From official opening speech • Acknowledged successes in some sectors and challenges in others in Tanzania’s efforts towards eradicating abject poverty; • The need to sustain partnerships in the fight against poverty • The need to combine national and global efforts in eradicating poverty • Importance of Monitoring and Evaluation • Responsibility and Accountability are key in the fight against poverty • Critical importance of inclusiveness (policies and programmes; as well as in sharing ideas/best practices keeping in mind the youth and reflecting on two key important philosophies – two in particular – Mwalimu Nyerere and Paul Craig)

From the rest of discussions: • The fight against poverty has been long (since independence – the three ills: poverty, illiteracy and diseases) • Reducing poverty is a daunting but in no way unsurmountable task (evidence: Millennium villages project; HBS 2011/12 results) • Mixed results in the fight against poverty • Importance of inclusiveness in current and emerging opportunities

  12. iii • Good governance and accountability are critical in the fight against poverty • BRN offers opportunity for accelerating poverty reduction (prioritization and realistic budgeting needed, though) • Macroeconomic challenges – limited fisal space; inflation; low productivity; fast growing recurrent expenditure; business environment; financial sector, etc: addressing them will hasten poverty reduction efforts

  13. iii.. • Importance of attitude change in the fight against poverty (towards “business unusual”) • Issue of statistics • New opportunities do emerge where poverty reduction efforts succeed (evidenced by Mbola Millennium Village Project)

  14. iii • Need to examine trade policy e.g. imports of food stuffs has negative impact on poverty reduction • More research on adverse impact of climate change • Importance of commitment • Need to monitor urban poverty as well • Point of concern/paradox: poverty amid plentiful resources – where do we go wrong?

IV: WAY FORWARD Day 1 set the stage for Day 2 Activities The main thrust of day 2 is to find out from messo institutions that play a key role in transmitting messages from the macro level to the micro level and vice versa Day 2 activities are organized along two activities: • Two presentations followed by discussions by panelists; • Two plenary sessions/general discussions IT IS THE EXPECTATION OF THE ORGANIZERS THAT ATTENDANCE WILL MATCH, AND PARTICIPATION WILL BE AS ACTIVE AS DURING DAY 1
