  2. Situational Assessment (Current State) and Problem Statement Summarize the key issues driving the project (short assessment of the current state). Include operational issues, technical issues, and customer issues. Discuss any industry or market trends that are creating the problems.

  5. Mission Relevance • Describe the project relevance to the agency/organization’s mission and strategic goals. Address whether the project aligns with mission and strategic goals, and identify which performance goal(s) it supports. • Agency Performance Goals, Priorities, Strategic Plan • Technical Center Goals, Strategic Plan, Balanced Scorecard

  6. Stakeholders, Customers (internal and external) Identify the potential users of the project deliverable and its impact on operational performance.

  7. Competitors Identify other organizations that can perform the work.

  8. Proposed Solution/Approach Identify proposed solution, alternatives considered (including “do nothing”), and analysis approach

  9. Cost and Benefit Analysis • At least three slides on: • Total Cost: Resources required (identify personnel, material, equipment, and other resources required for project, including support services. • Core Competencies available in-house (identify performing groups) • Contractor Requirements • Physical Asset Requirements (e.g. laboratory) • Benefits: Identify the value to ACT organization and FAA, customer and user satisfaction, operational savings, etc. • Quantitative (tangible benefits such as financial, physical asset enhancement, etc.) • Qualitative (intangible benefits such as expertise/knowledge acquisition, etc.) • Financial Assessment: List the return on investment, net present value and other key financial parameters reflecting the overall expense, savings, and pay back period of the project.
