The Diocese of Brentwood and Havering Council’s Proposal • To expand St. Patrick’s Catholic Voluntary Aided Primary School by an additional half form of entry (15 places) by Sept. 2013 • Expand the school from one and half forms of entry (315 places) to two (420 places) • This would increase admissions to Year Reception from 45 to 60 pupils • The expansion would be in two phases; one new class base for Sept. 2013, a further two new bases and group room by 1 Sept. 2014. • Consultation period - 15 Oct to 23 Nov

Births in Havering • Nationally births have risen since 2002 and projected to continue • In Havering • Births have fallen since 1991 level of 2,822 births • Reached lowest point in 2001 of 2,226 births • Forecast to peak in 2015/16 at 3,200 births and continue for 10yrs • 32% more births projected to residents in 2025 than in 2005 • From 2006/07 to 2010/11 births rose by 16.2% • Increase in births from 2006/07 to 2010/11 varies by area: • Romford: 25.2% • Rainham, South Hornchurch and Elm Park 17.1% • Collier Row and Mawney 16.4% • Upminster & Cranham 15.6% • Harold Hill & Harold Wood 11.2% • Hornchurch 10.5%

Year Reception in Havering • Year R projections are derived from the numbers of births five years earlier and factors such as new housing and inward migration • From 2012/13 a marked deficit of YrR places is projected in the borough and this deficit is projected to continue to rise steeply up to 2021/22, the limit of the projections • By 2012/22 a deficit of 750 YrR places is projected; if the London target for new housing is met this deficit will rise to 850

  9. Providing Additional Places - Issues • Shortage of sites- Schools with insufficient capacity for expansion- Meeting rising demand in a more autonomous system- Tension between the interests of pupils and parents of an individual school and that of those in the wider community
