  2. Transurban is delivering and managing a complex network in Virginia • Achieving outcomes for travelers and Virginia • 395 Express Lanes • 95 Fredericksburg Extension • Driving economic growth through partnership • Saving time and providing reliability • Operations built on innovation • Developing and expanding the network over time • Investing in community and stakeholders

  3. Express Lanes time savings and reliability Average I-95 travel times throughout the day Significant travel variability in I-95 southbound regular lanes

  4. Customers seeing value The vast majority of customers spend more on a single tank of gas than they do on tolls throughout an entire month. Most trips on the Express Lanes cost less than a lunch out at a fast casual restaurant. *On-road data from Q2, Q3 and Q4 in 2017

  5. U.S. managed lanes overview • Managed lanes projects receive bipartisan support across the country • Managed lanes projects in operation or under construction in the U.S.

  6. 395 Express Lanes typical section • Three reversible Express Lanes in the median (8 mile length) • The 395 Express Lanes will extend the network 8 miles north from Turkeycock Run interchange to the Potomac River • Reconfiguration and reconstruction of two existing HOV lanes to three High Occupancy Toll (HOT) lanes, including traffic control, pavement modifications, structures, signage, pavement markings, and lighting • Operations and Maintenance remains with Transurban • No modifications to most interchanges

  7. 395 Express Lanes project benefits • 35 - 50% increase in traffic volumes in HOT lanes; relieves General Purpose lanes • Increasing capacity on I-395 reduces diversion of traffic to arterial roadways • Promote HOV throughout the day (currently no incentive to HOV during off-peak) • Allow all motorists to continue north on the HOT lanes at Turkeycock Run or enter the southbound HOT lanes exiting DC • transit/hov Benefits Time Savings • Average 6 to 8 minute travel time reduction in General Purpose Lanes • 15% reduction in travel times in General Purpose lanes • Provide opportunities along corridor to mitigate noise • Increased capacity will reduce the potential for congestion-related crashes • Increase safety at Eads Street interchange • Noise Mitigation Safety

  8. 395 Express Lanes construction update • Work continues to progress in I-395 shoulder areas • Storm drainage installation • Light pole foundations, duct bank, overhead sign foundations, toll gantries • Shoulder paving • Replacement of old guardrails with concrete barriers • 395 project remains on schedule for service commencement in late Fall 2019, within budget 8
