  3. Purchasing approach and Key dates • Multi stage procurement – indicative timing only • August 2019 Request for Expression of Interest (REOI) • September 2019 Shortlist • October – December 2019 Request for Tender (RFT) • December 2019 Contracting • January 2020 pilots commence

Youth Jobs PaTH Industry Pilots 2020–2021 • 2019-20 Budget, as part of the new Employment Services Trial • $10 million available for up to 10 pilots • Funding for each industry pilot will be between $500,000 and $2 million • Pilots must be delivered between 2 January 2020 and 30 June 2021 • Pilots will incorporate services elements of the Youth Jobs PaTH program

Industry Pilots - Objectives • test if and how industry-led approaches can increase employer take up and more effective use of employment services, particularly the Australian Government’s Youth Jobs PaTH program • align pre-employment pathways with the needs of employers with significant workforce demand, and in growing industries • inform the development of future employment service, including the design of future pre-employment and work experience programs.

Industry Pilots key requirements Pilots: • will have direct access to work experience and job opportunities for young people • align to the needs of employers with significant workforce demand, including growing industries • support effective relationships with employment services providers • meet the National Employment Standards and adhere to Workplace health and safety (WHS) requirements • will effectively engage with and support young job seekers to fast track into work • will operate within the existing guidelines for the elements of Youth Jobs PaTH and other government services and programs

Industry Pilots Key deliverables • jobs for eligible young people through supported pathways • work experience opportunities • industry preferred pathways to employment • effective connections between employers, employment services providers and job seekers • customised use of existing employment services, including Youth Jobs PaTH • regular progress reporting • engagement in the pilot(s) evaluation

Industry Pilots operational environment Eligibility • young job seekers registered with employment services providers (jobactive, Transition to Work and Disability Employment Services) • Employment service provider or self-referral to pilot • Satisfies Activity Test Requirements Pilots • will comply with relevant program guidelines • include procedures to confirm each job seeker’s eligibility to participate • source eligible job seekers to the pilot through employment services providers, or through self-referral methods.

Industry Pilot Services • Project Management • Coordination • Brokerage • Industry specific pre-employment training research & development • Industry specific pre-employment training delivery, including supporting materials • Promotion and Engagement • Venue and equipment costs • Job seeker and/or employer support services.

  11. Youth Jobs PaTH and other services and programs Youth Jobs PaTH (PaTH) helps young people gain skills and work experience they need to get and keep a job. PaTH has three elements: • Prepare—Employability Skills Training • Trial—PaTH Internships • Hire—Youth Bonus wage subsidy.

Locations and Scope Industry pilots: • test the effectiveness and benefits of industry-led pre-employment pathways designed to progress young people into work • must be delivered in Australia and can be delivered nationally, in one or more states • will be required to have at least one permanent address • leading to traineeships and apprenticeships are also encouraged.

  13. Responding to Selection Criterion • Include a response to each of the three selection criterion • Lodge on correct forms • Keep to the character limit. Selection Criterion • Demonstrated workforce need and number of available/projected vacancies to be filled through the proposed industry pilot • Outline of the proposed industry pilot, including the services to be delivered and the anticipated total cost for delivery of the industry pilot • Governance and organisational capability

Conditions for participation & eligibility to apply • Foreign companies must be registered under Part 5B.2 of the Corporations Act 2001 (Cth) • Industry Pilot Providers must havea current and valid Australian Business Number (ABN) and can be: • a single entity • a group of entities • a single entity or group of entities with subcontractors.

Eligibility to Apply (continued) • Group respondents • each member must have a current and valid ABN • must specify in its response the business structure and arrangement under which it proposes to deliver the Services • must be a legal entity and the Group must appoint a lead member to lodge the response on behalf of all members of the Group • complete and submit a Group Respondents Form in 360Pro • upload each member’s letter of authorisation in 360 Pro • any proposed changes to the membership of a Group Respondent must be requested of the department.

Eligibility to Apply (continued) • Commonwealth Government Departments, Agencies, Employees and Agents: • are not eligible to respond to the REOI • cannot assist potential respondents in responding to the REOI • Competing entities • A Respondent: • can submit multiple responses to this REOI where each response relates to a different location and/or industry or workforce need. • must not compete against itself by submitting alternative or multiple responses relating to the same location and industry or workforce need. • No collusive bidding • Indigenous Procurement Policy may apply.

  21. Evaluation Process • Receipt of responses • Registration and conformance checks • Assessment of responses against the REOI Selection Criteria • Shortlisting of pilots and invitation to feedback meetings • Debriefing • Clarification

Request for Tender Selection criteria Respondents should: • Describe in detail the proposed industry Pilot Plan • Describe in detail how the organisation will attract, recruit and retain key stakeholders and collaborators • Describe the organisation’s approach to the collection, and maintenance of the security and confidentiality of data and intelligence • Indicate the organisation’s capacity and willingness to collaborate with the department to support the evaluation of the Youth Jobs PaTH Industry Pilots.
