  2. Unified Quest 06 (22-28 April 06) NORAD-USNORTHCOM Event / Activity Description • Key Objectives / Warfighter Challenges Army Title 10 War-game, co-sponsored with USJFCOM. The events consisted of three Cases: A -Irregular Warfare; B -Strategic Global Agility; C - Global Cell / HLD; NORTHCOM participated in Case C involving a “loose nuke” approaching the Homeland. • Interagency & Multinational Coordination • Homeland Defense • Maritime Domain Awareness • Analyze and refine DoD Homeland Defense and Civil Support Joint Operating Concept Participants: All Services, JFCOM, EUCOM, NORTHCOM, UK, Canada, Italy, Germany, Finland, Japan, Korea, Poland, Sweden Key Findings: • Homeland Defense in a seamless global battlespace requires a layered approach • Forward Region • Approaches • Homeland • The US must balance risk in terms of the forces/resources available to search for threat • while conducting other operations as required • Detect, Deter, Defeat, and Consequence Management planning ongoing simultaneously • Countering the Forward Threat requires cooperation with international partners at all levels • International/domestic partners have unique perspectives of HLS/HD

  3. Joint Urban Warrior 06 (2-4 May 06) NORAD-USNORTHCOM Event / Activity Description • Key Objectives / Warfighter Challenges Marine Corps and JFCOM co-sponsored seminar. The event focused on the reaction to a Cat-5 hurricane disrupting Eastern and Northern Virginia and the District of Columbia, and a terrorist attack exploiting a natural disaster. • Joint and Interagency Coordination • Defense Support of Civil Authorities • Emergency Preparedness • Consequence Mgmt • Critical Infrastructure Protection • Anti-terrorism/Force protection • WMD/CBRNE Detection Participants: Military Services, JFCOM, VA, DC, NORTHCOM, DHS, MDW, NGB, National Weather Service, NGOs, VA First Responders Key Findings: • Lack of Understanding between Local First Responders and Federal authorities. • Excessive layers of sub contracting • Problems Impacting governance and military capability of a major natural disaster in the • National Capital Region. • Problems in collecting and sharing of assessment data. • No national standard for first responders or way of certifying them as competent. • Identification of interagency disaster relief requirements for purposes of procurement.
