  2. Biopharmaceutical Manufacturing in Rhode Island The Industry has established a presence in RI: • Dow Biopharmaceutical Contract Manufacturing Services • Immunex (Amgen) There is a specific and a significant workforce need Rhode Island Economic Policy Council

The Institute - Meeting industry needs • The Industry is experiencing unprecedented growth • Several hundred manufacturing jobs will be created in RI in the next few years • Training of the manufacturing workforce is difficult in a manufacturing environment • The Institute will provide hands-on training in an actual production environment (“flight simulator” model) Rhode Island Economic Policy Council

  4. Training Institute Program Timeline • July 2001 HRIC planning grant: $25,000 • Fall 2001 Industry survey completed • Fall 2001 Educational survey completed • March 2002 HRIC grant: $300K (3 years) Rhode Island Economic Policy Council

Institute Structure • 501 (c)(3) organization supported by corporate training dollars; federal training subsidies; in-kind faculty time, equipment, etc. • Entrepreneurial, credentialed executive director from biopharmaceutical industry • Dynamic board of directors drawn primarily from the industry Rhode Island Economic Policy Council

Biopharmaceutical Manufacturing Training Institute – Next Steps • Funding commitment secured from the HRIC • Closing on commitments from private industry • The Institute is being established as a 501(c)3 not-for-profit organization • Assembling the board of directors • National search being conducted for full-time, executive director Rhode Island Economic Policy Council

  7. Executive Director Phase 1 (3-5 years) • Build industry-focused educational curriculum • Promotion of program within industry • Identify funding opportunities • Establish dedicated facility for training Rhode Island Economic Policy Council

  8. Implementation Timeline • Phase 1 - Raise $10M for construction and equipment of permanent facility and equipment of an interim training facility. Offer training for Dow and Immunex employees at interim facility • Phase 2 – Training provided at permanent facility for Immunex, Dow and other regional biopharmaceutical manufacturers Rhode Island Economic Policy Council

  9. BMTI: A Magnet for Future Growth • Technology industries co-locate with abundant, highly skilled and affordable workforces • Will address immediate needs of local industry • Will become a center for biopharmaceutical manufacturing training • Will provide a catalyst for future industry growth in Rhode Island and New England Rhode Island Economic Policy Council
