  3. SAD Activation • Governor may call militia to SAD in these circumstances: • Invasion or insurrection or imminent threat of either • When persons become so powerful as to obstruct the execution of laws

  4. SAD Activation • Governor may call militia to SAD in these circumstances: • Law enforcement agency is in need of assistance • Flood, hurricane, fire or other disaster where life, public or private property, or environment is imperiled

  5. SAD Activation • Governor may call militia to SAD in these circumstances: • Assist department, agencies, institutions, or towns when public services are disrupted • Combat the flow of or use of illegal drugs

  6. SAD Activation • Governor may call militia to SAD in these circumstances: • When militia is in need of specific training, which may be conducted with a state or federal agency or agencies

  7. SAD Activation • Activation: • Call to State Active Duty is authorized by the Governor • Only perform emergency duties with State Active Duty orders subsequent to an executive order or proclamation by Governor

  8. SAD Activation • Communities request assistance based on: • Need for assistance that cannot be met by the jurisdiction's resources • Sent to Virginia Department of Emergency Management at Virginia Emergency Operations Center (VEOC)

  9. SAD Activation • Communities request assistance based on: • VEOC determine what state agency OR Emergency Support Function (ESF) will handle fulfilling request

  10. SAD Activation • Neither the VDF nor VANG are first responders • VDF not called if emergency can be resolved with normal community resources • VDF will be called for major emergencies that will continue over period of time

  11. SAD Activation • Prior to activation: • Brief family on how long can be called and types of duty. • Prepare family prepared to take care your absence. • Update wills and ensure family know location of critical documents

  12. SAD Activation • Prior to activation: • Execute power of attorney adequate to allow spouses or others to conduct basic affairs for up to 60 days.

  13. SAD Activation • Materials Required: • Activation orders (or ICS Form 204a) • Individual Activation File • Individual basic load • Basic office supplies • Unit vehicle load plans • Driver's Trip Tickets

  14. SAD Activation • Personnel In-processing: • Personnel in-processed as complete unit • All unit personnel must physically go through the in processing, regardless of rank or position

  15. SAD Activation • Personnel In-processing: • Situation may warrant personnel processed as individuals • In-processing may be formal or informal

  16. SAD Activation • Personnel In-processing: • Informal processing may require only one or two personnel to administer • Formal processing will always require a dedicated team

  17. SAD Activation • The following procedures are for a formal, large unit in-processing • Drill floor cleared and table and chairs provided for the following stations • Copy machine available

  18. SAD Activation • Station #1 - Equipment • Station #2 - Health • Station #3 - Documents • Station #4 - Personnel • Station #5 - Pay & Finance

  19. SAD Activation • Rotate through stations • Personnel deficient in particular item must have the item cleared before proceeding to next station • Station chiefs mark the personnel off on the VDF Activation Checklist

  20. SAD Activation • Troop Individual Check Sheet initialed by the station chief • Troops hand completed check sheet to the unit 1SG • 1SG and in-processing team leader will compare Check Sheet, Activation Checklist and unit roster
