  1. Exploratory Study on the potential socio-economic impact of the introduction of Intelligent Safety Systems in Road Vehicles (07/15/2004 – 01/14/2005) Contact: Sven Krueger VDI/VDE Innovation + Technik GmbH Tel. +49 3328/435-221 krueger@vdivde-it.de Referee: Herbert Baum University of Cologne - IfV Tel. +49 221/470-2312 h.baum@uni-koeln.de www.vdivde-it.de/SEiSS

  2. Objectives Suggestion for a methodology for the evaluation of the socio-economic impact of intelligent vehicle safety systems • Survey of current RTD • Reference to publicly available data • Exemplary calculations (EU 25)

  3. Golden Hour Principle of Accident Medicine Source: Dr. Maurice Cara, 1981.

  4. Socio-economic Costs and Benefits of e-Call -Basic Assumptions and Proceedings • 1) Calculation Base • Safety Impact refers to findings of E-MERGE project • Accident Analysis is based on CARE database and data provided by CARE • European Cost Unit Rates • 2) Verification • Experts • International Studies • 3) Advanced Assessment Scope • EU-25 Level • Cost-Benefit Assessment • Outcome: Benefit-Cost Ratios

  5. Input for introduced Benefit Assessment – Safety and Traffic Effects of e-Call Sources: E-MERGE Project; eSafety Working Groups

  6. Input for introduced Benefit Assessment – Cost Unit Rates Sources: Commission of the European Communities, Proposal for a Directive of the European Parliament and of the Council amending Directive 1999/62/EC on the charging of heavy goods vehicles for the use of certain infrastructures, Annex III (Cost Calculation and Allocation), COM (2003) 448 final, Brussels 23.07.2003; ICF Consulting, Cost-Benefit Analysis of Road Safety Improvements, London 2003.

  7. Cost-Benefit Estimations for EU-25 Sources: E-MERGE Project; eSafety Working Groups

  8. Conclusions and Outlook • Introducing e-Call is beneficial from the society point of view even under conservative assumptions • Main part of the costs is for the in-vehicle equipment • Public investment in PSAPs is needed in order to reach the benefits – compared to benefits the financial burden of the member states is considerably low • In order to assess socio-economic impact more accurately in-depth analysis is suggested

  9. SEiSS: Next Steps • provide an outline of methodological approaches • discuss safety systems interaction • reflect on market deployment scenarios • develop a generic model for impact assessments • exemplary calculations
