Germany: responsibilities and actors SPA-Network in Germany • Nature Conservation: • many responsibilities are at the level of federal states • Bird Monitoring - actors • 16 Federal States • Federal Republic (BMU, BfN) • Exclusive Economic Zone (EEZ) • Coordination • NGOs • Ornithology (DDA) • Conservation (NABU) 739 sites 4 mio ha terr. 2 mio ha mar. 11.2 % terr. area

  3. „Administration agreement“ • „Verwaltungsvereinbarung Vogelmonitoring“ (VVV) • exists since 2008 • Before 2003: • Prepared by projects harmonizing organization and methodology of volunteer and public bird monitoring • Contracting parties: all 16 federal states and federal republic (ministries) • Goals and objectives • Provide finances for volunteer bird monitoring in Germany • Covers national coordination of programmes, data management, data analysis by DDA (= Federation of German Avifaunists) • Contract between BfN and DDA • Basic agreement on cooperation between administration and NGOs in bird monitoring

  4. „Administration agreement“ • „Verwaltungsvereinbarung Vogelmonitoring“ (VVV) • Main basis for Reporting under Birds Directive • concerning both data gathering and cooperation model • draft analysis on new reporting format: VVV delivers already information for the majority of species population sizes and trends

Reporting – German cooperation model • Authorities of federal states and BfN • Coordination group: German Inter-State Working Group of Federal State Institutions for Bird Conservation (LAG-VSW) – two meetings per year • NGOs • DDA (Federation of German Avifaunists) – national NGO for bird monitoring and bird distribution data • association of 50 regional and local avifaunistic organizations • German Birdlife partner - Naturschutzbund Deutschland – has declared to Birdlife International, that DDA undertakes tasks of the BiE 3 national data coordinator • Preparation of technical information for Annex 2 builds upon existing coordination network
