4. INTRODUCTION OF NATIONAL TRAINING BUREAU Established in 1976 as an attached department of Ministry of Labour & Manpower.
Secretariat to the National Training Board.
Wind up in 2001 on the recommendation of committee on Rightsizing and Restructuring (CRR). all 257 staff were declared surplus.
Revived by the Cabinet on 28-08-2002 and 86 staff were provided.

It is tripartite board chaired by the Federal Minister for Labour and Manpower and its Secretary is D.G NTB.
Four provincial training boards were constituted under this ordinance.

11. SALIENT FUNCTIONS OF NATIONAL TRAINING BOARD Collaborate with the labour market to assess existing and future training needs, both local and foreign on a continuing basis;
Evaluate existing training programmes to provide the quality training;
Review national training plan and policy;
Review existing and propose legislation;
Introduce system of trade testing and certification of skilled workers.

24. PUBLIC – PRIVATE PARTNERSHIP Skill Development Councils (SDCs) were established under National Vocational Training Project (NVTP-II) in the years 1995 and 1999.
To involve private sector in training management and administration.
To address immediate training needs of the industry
To utilize maximum training facilities of public and private sectors.

26. FUNCTIONS OF SKILL DEVELOPMENT COUNCIL Identify training needs of the geographical area
Analyze and prioritize training needs.
Selectively meet prioritized training needs through competitive contractual arrangements
Validate, adapt and determine training standards and curricula contents.
Where necessary propose revisions of available trade testing mechanism for the purpose of certification of trainees who complete training under SDC.
Optimize the training facilities by encouraging market related programs.

29. Equipped existing 20 training centres and made operational in the country being run by the provincial governments.
Established and made operational a National Staff Training Institute at Islamabad and three provincial Staff Training Institutes at Karachi, Quetta and Peshawar.
Established 5 Skilled Development Councils, one in each province and Islamabad.
30. To meet overseas requirements of skilled and semi-skilled workers, a crash training programme was conducted during which 26300 skilled workers were trained in 45 trades relating to the electrical, mechanical, electronics, automotive and construction areas.
31. (D) FEDERAL PROGRAMME FOR SKILL DEVELOPMENT (1978-82) Under this project skill standards in different trades were developed and learning elements prepared.
230 existing instructors from all the provinces were trained in short training programmes carried out at Peshawar, Lahore, Multan, Kotri and Karachi.
In-plant training courses for senior manager/officers were organized at Karachi, Lahore and Rawalpindi, in which 93 managers were trained.
32. Developed national Occupational Skill Standards (NOSSS) in 46 trades, curricula in 28 trades
Trainee manuals in 22 trades and instructor manuals in 20 trades for one year course.
while curricula in 14 trades and trainee manuals in 5 trades for two years courses.
Revised and Upgraded 23 National Occupational Skill Standards (NOSSS).
