  3. HISTORIC REFORM • Establishes statewide uniformity of court transcript costs! • Standardized formatting of all transcripts • Simplifies transcript billing with straight page rate for all pages • Provides for payment of transcripts for indigent pro se litigants AB582 (EVANS)

  4. AB582 (EVANS) • FORMAT HIGHLIGHTS • One day equals one volume • Cover page always starts at page 1 • Chronological (not alphabetical) list of witnesses for the master index • Folio-to-page cost conversion formula based on 3 folios per page using the RRTF/Riverside format

TRANSCRIPT REIMBURSEMENT FUND (TRF) Currently: “Applicant” for TRF funds must be represented by counsel Change: The term “Applicant” would be expanded to also include litigants who are representing themselves Currently: The maximum amount paid out per case is $20,000 per year. Change: The maximum amount paid out per case would be $1,000 per year if applicant is an indigent pro se litigant AB582 (EVANS) Court reporters annually contribute a portion of their license fees to the Transcript Reimbursement Fund to help indigent litigants pay for transcripts, because we care about - EQUAL ACCESS TO JUSTICE FOR EVERYONE

SINCE 1990 • Transcript fees increased 0% • Consumer Price index increased 52%, in direct correlation to the increase in transcript production costs • Minimum wage increased 76% • The State budget’s general fund increased 151% AB582 (EVANS) WHY REPORTERS ARE OVERDUE FOR AN INCREASE IN TRANSCRIPT FEES

PAGE RATE INCREASE • Currently: Fees are based on a folio rate and page format which vary from county to county • Change: Fees shall be based on a standard page rate and format throughout the State of CA. • $3.45 for an original and one copy ($2.93 + .52 = $3.45) • Change: 50% premium for daily copy service would be extended to criminal transcripts. COST OF LIVING ALLOWANCE (COLA) • “From January 2009 to December 2009 – June 2010 to January 2010 to July 2011, costs shall increase in an unspecified amount.” • “On or before April 1 to June 30, 2011, and every April 1 to June 30 thereafter, costs shall be increased according to the cumulative increase in the Consumer Price Index for All Urban Consumers, as specified.” • (Please see AB582 for the specific language) www.leginfo.ca.gov AB582 (EVANS)
