  2. Local Share Gaming Funds • PA Gaming Act requires casinos to share their gaming revenues with host counties and municipalities • The Gaming Act's requirements on the use of the local share funds varies by type and location of casino

  3. Local Share Gaming Funds • Annual Local Share From Hollywood Casino at Penn National • County Share – 2% of Gross Revenues • Municipal Share – 2% of Gross Revenues or $10 Million whichever is greater • Approximately 50% of Local Share Funds are Dedicated for Grants

  4. Local Share Gaming Funds • Gaming Act creates 2 separate grant pools for local share funds • Grants are awarded by the Dauphin County Industrial Development Authority • Grants are awarded by the Board of Commissioners

  5. EAST Hanover Township M.O.U. • IDA & East Hanover Twp. Entered M.O.U. In Recognition of Greater Impact as Host Municipality • Priority Consideration for Grants Up To Total of $3 Million Per Year • 4 Year Term

  6. Commissioner Grant Pool • Awarded By County Commissioners With Advice of Dauphin County Gaming Advisory Committee • Funded by Portion of Excess Municipal Share • Qualifying Uses Include Grants for Health, Safety, Transportation & Projects in Public Interest

Commissioner Grant Pool Eligible Applicants for local share grants include: • East Hanover Township • Contiguous municipalities (Derry, Middle Paxton, Rush, South Hanover and West Hanover Townships) • Dauphin County • Non-contiguous municipalities and non-profits that partner with an eligible applicant

  8. Dauphin County Gaming Advisory Committee (GAC) • GAC Processed Commissioner Pool Applications • GAC Advises Only – No Decisions • GAC Comprised Of • 2 – Members from East Hanover Twp. • 2 – Members from Contiguous Municipalities • 1 – Member who is County-Wide

Grant Process Timeline Sept. 2, 2008 Applications Due Sept.–Nov. 2008 Review Applications for Eligibility & Completeness; Request Supplemental Information Dec. 8, 10-11, 2008 Public Presentations to IDA and/or GAC Dec. 2008–Jan. 2009 Ranking of Applications by GAC Jan. 15, 2009 IDA Action on Grant Applications Jan. 28, 2009 GAC Recommendation presented to Board of Commissioners

  10. Local Share Grant Principles • Priority Given to Infrastructure Projects • Inter-Governmental Projects & Projects That Leverage Outside Investment in Dauphin County Were Favored

  11. Local Share Grant Principles • Ready-To-Go Projects That Needed Final Piece Had Advantage • Municipal Sponsors Had to Indicate & Prioritize Support For Projects

  12. GAC Recommendation • GAC received local share applications from 19 applicants (13 of which were eligible) • Applicants proposed funding for 54 projects • Applications requested a grand total of over $17 million in grants (more than 3X the amount of available funds)
