Naming the replacements • NGS/CGS negotiations occurred in June • Scrapped previous naming proposal (see Feb 2016 FGCS meeting) • New working agreement reached on 6/8/2016 • Approved by NGS ESC • Approved by the CGS leadership (with minor reservations) • Awaiting final word from INEGI FGCS Meeting, Silver Spring, MD

Template Legislation • NGS historically provided template acts for each state to help adopt changes • NAD 83 , SPC • Has one major drawback: “NAD 83” is now by-name mandated in 48 states. • NEWS: As of 6/10/2016: • NGS/NSPS/AAGS committee has completed a new template: • E.g. “the latest coordinates of the NSRS as defined by the NGS” • Avoids name-specific issues in the future • Has been turned over to NSPS for dissemination to the states • NSPS decision on an action plan in October FGCS Meeting, Silver Spring, MD

Common Gravity Files • NGS, CGS and INEGI have data from NGA • Under NDAs: Can’t share => No analysis • NEWS as of 6/9/2016: NGA has offered a new, evaluated publicly releasable set of 7 million points • NGS, CGS, INEGI will work from this set • If a substantial number of points currently held by NGS are not in the new set, only then will we pursue the NDA issue FGCS Meeting, Silver Spring, MD

Geoid Monitoring Service • NGS should monitor the following (pre-decisional): • Secularshapechanges (via GRACE and terrestrial observations) • Permanent episodic shape changes (using GRACE and/or new airborne surveys), such as earthquakes • Secularsizechanges of GMSL (via Altimetry and terrestrial observations) • Provide all three of these to the user community independently • Ignore the following: • Periodic changes • No “summer geoid” versus “winter geoid” • Temporary episodic shape changes • No special geoid just for the “7 year Southeast CONUS drought” FGCS Meeting, Silver Spring, MD

GPS Campaign for Transformations • Needed to create next NADCON and VERTCON grids • Transform f, l, h from NAD 83(2011) into 2022 • Transform H from NAVD 88* into 2022 • Spacing will be driven by NADCON 5 and VERTCON 3 research in 2016 * Or any other official, latest, vertical datum in the NSRS FGCS Meeting, Silver Spring, MD

Build an NSRS Database • A new NSRS database will be: • A spatial database • Capable of working with 4 dimensional data • Able to hold raw GPS data for fast reprocessing • Target: 2020 • Currently: • Skeletal structure in place to load, hold, retrieve gravity data. OPUS-Projects into the IDB • IDB (Integrated Database) is the official repository of NSRS data • Currently may only be populated through the FGCS Bluebook process • Ongoing project to use OPUS-Projects to do all checking and processing for submission into NGS • Expected Beta release: Dec 2016 FGCS Meeting, Silver Spring, MD

Organize Historic GPS files • To prepare to populate the new NSRS with existing GPS data: • NGS has some 3000 GPS projects on file • 400,000 receiver files out of 1.2 million files • Any name, any directory…no organization • Metadata (receiver, antenna height, PID, times) • Once organized, these files will go through OP and build the NSRS database foundation FGCS Meeting, Silver Spring, MD

Replace NGS 58/59 • Oregon State University delivered a final report outlining their work on this project in Dec 2015 • Not a manual, just a report. • This is one, in a series of data collections, attempting to support the creation of a new GPS height manual. • NGS still needs to write the manual itself. • Ideas for getting to the finish line would be welcome. • Should this be an FGCS working group project? Leveling in a GPS/geoid world • Develop a manual for using GPS and leveling in the field and in processing for orthometric heights in the new datum • Order of events: • Simulations (underway; New math model developed last week) • NGS/Ohio State joint collaboration on the mathematical model • Corbin field work (underway; Leveling done, GPS was this week) • Apply to GSVS11/14/17 • Manual Written and approved at FGCS FGCS Meeting, Silver Spring, MD
