Executive Committee Membership • One (1) Benton County Commissioner • Two (2) from Corvallis City Council plus Mayor’s Office • One (1) representative from Community Services Consortium (CSC) • Three (3) representatives from community sectors • At least one aforementioned representative shall have lived the experience of homelessness.

  10. Coordinating Board – 17 Members • Three (3) from Exec Board • Fourteen (14) appointed by Executive Board, to ensure broad representation from the community (Sec IV A 2) • Representation of HOPE/HOME shall be drawn from all sectors across Benton County, including but not limited to (Sec II):

Nonprofit homeless assistance providers • Domestic violence victim service providers • Culturally-specific service providers • Faith-based organizations • Governments • Businesses (small businesses, large businesses, locally owned, etc.) • Business associations • Workforce development organizations • Advocates • Public housing agencies • School districts • Social service providers • Behavioral Health providers • Hospitals and primary health care providers • Coordinated Care Organizations • Universities • Affordable housing developers • Law enforcement and criminal justice • Organizations that serve veterans • Homeless or formerly homeless individuals • Oregon Department of Human Services self-sufficiency and foster care programs • Residents of color • Residents with disabilities • Residents who rent • Neighborhood associations • Philanthropic organizations • Other relevant organizations and/or community stakeholders as determined by the Executive Committee

  14. 1. Assess & Review • Plan • Assist with Coordination • Work in Collaboration With Existing Entities • Conduct Gap Analysis • Assess Funding • Collect Community Input Prior to Recommendations

  15. 2. Develop & Implement • Strategic Work Plan – goals, objectives, milestones, tasks, timelines, budget estimates • Prioritize goals and objectives • Identify new resources • Leverage additional resources

  16. 3. Evaluate System • Consult with service providers • Monitor performance of service providers • Evaluation outcomes • Work with providers to assist improvements

  17. 4. Report & Recommend: • Report on outcomes and needed resources • Respond to requests for policy recommendations • Report on strategic plan outcomes • All recommendations flow to City Council and Board of Commissioners

Relationship between Executive Committee and Coordinating Board (Sec V) • Co-chairs (2) of Coordinating Board serve as non-voting members of Executive Committee • Three (3) members of Executive Committee serve as members of Coordinating Board • Full Executive Committee & Coordinating Board shall meet jointly at least once per year • Unless otherwise specified in bylaws, all Coordinating Board recommendations must be forwarded to Executive Committee for review

  21. Purpose: Develop an advisory group to the City of Corvallis and Benton County that includes broad representation of the community and engages in ending homelessness. Governing bodies endorsement of the advisory council’s strategic plan acts as community vision. • Questions: • In what ways do you think the bylaws support this goal? • In what ways do you think the bylaws need to be modified to support this goal? • If you’re not ready to comment on the bylaws, what do you think are important elements of the advisory group in order to support this goal? • Other Comments?
