Elements of a Continuity of Operations Plan Federal Continuity Directive 1 (FCD 1) identifies 10 elements for a viable continuity plan: • Essential Functions • Orders of Succession • Delegations of Authority • Continuity Facilities • Continuity Communications • Essential Records Management • Human Resources • Test, Training, and Exercise (TT&E) • Devolution of Control and Direction • Reconstitution Operations

DPH and JeffCo using CICO Maps:POD Planning • Identify which PODs are in areas with large populations of non-native English speakers • Include in plans need for translator at POD • Identify areas with no PODs and high functional needs populations • Include in plans system for delivering prophylaxis
