  5. February 2010 - according to the company "Sputnik Media" as of February had access to 16 million Ukrainians (about a third of the population). On average, the depth of penetration of Web - 12% (for comparison, in neighboring Poland - over 50%), but the regions this figure is very patchy. In Kiev and the penetration of web is 58%, and in Zhitomir, Vinnitsa ,Volynregions and the same figure a little more than 1% [10].According to the research agency InMind, as of the second quarter of 2010 in Ukraine there were 12.6 million regular users, of which one in five goes online every day, and every third - once a month. Moreover, the penetration of Internet access in the territory of Ukraine as a whole reached a level of 32%, there was a growth in the share of Internet users, compared with the end of 2009 to 4% [11].According to the service Speedtest, Ukraine at an average speed of Internet access takes place in the ranking of 24 (13.2 Mbit / s).According to estimates of Expert & Consulting (E & C) at the end of 2011, the top ten operators in Ukraine, there were about 3.06 million users of fixed broadband access to the Internet [12].According to the Kyiv International Institute of Sociology in February 2012, the Internet audience in Ukraine amounted to 43% of the adult population [13].According to estimates of Expert & Consulting (E & C) at the end of the first half of 2012 for the top ten operators in Ukraine, there were about 3.36 million users of fixed broadband access to the Internet [14].According to estimates of Expert & Consulting (E & C) at the end of the third quarter of 2012 for the top ten operators in Ukraine, there were about 3.46 million users of fixed broadband access to the Internet [15].

  10. University mission is a qualitative accessible higher education for people who strive for full personal self-realization for the benefit of society. Aim is to provide a higher education for all interested people including young people with special needs by means of modern educational techniques application. University “Ukraine” is one of the biggest institutions of higher education in this country. It was founded under the initiative of Petro Talanchuk and confirmed by the decision of Kyiv City Council and Kyiv City State Administration on 18th of February 1999.Most Regional Councils seized the initiative of founding a higher educational institution with equal access for physically impaired people.

  15. ScientificactivityoftheUniversityisdirectedto building integrated educational environment developing innovative educational technologies. The problems of the government in sphere of social protection and socio-economic development of Ukraine are being considered by the scientists of University under the conditions of society transformation. The scientific schools are rapidly being developed.

  16. For 15 years • 263 monographs, • 1658 text-books , • 3095 educational and methodic publications, 220 collected scientific reports, • 10 306 scientific articles have been published. • 833 scientific conferences (among them 237 international)

  17. Students’ Scientific Activity • The network of students’ scientific formation has been created. It includes students’ scientific society with 38 scientific nests, 88 scientific circles, 2 design offices, 22 students’ educational and research-and-production complexes where 5 thousand science oriented students have their practice. • The students of University take part in international and all-Ukrainian conferences, scientific research work competition. In 2004 the University has also started annual All-Ukrainian scientific Conference of students and young scientists “Young People: Education, Science and Spirituality”. Students of the University are annually awarded as the winners of scientific competitions.

International COOPERATION • University “Ukraine” is extending the geography of its international contacts with educational institutions, international funds, non-government organizations of Europe, Asia, the USA, Canada, and Japan in the frame of implementing 94 treaties. • Old-Dominion University, Illinois University, SUNNY University (USA), Krakow Pedagogical Academy, Poznan and Wroclaw Universities (Poland), Siauliai University (Lithuanian), International Academy of Human Problems in Aviation and Cosmonautics, Moscow State Socio-Humanities Institute, Plekhanov Russian State Economy Academy (Russia), Belarus’ State University, Mozyr’ State Pedagogical University (Belarus’ Republic), Olomouc University (Czech Republic), HEI MerseburgUniversity of Applied Sciences

Ukrainian-Ibero-American Institute of ‘Ukraina’ University has made contacts and signed 8 treaties on cooperation in science and education, with universities of Latin America countries. • Under the support Fulbright Programme and US Peace Corps, BECO Fund (Great Britain) the well-known professors of foreign universities were invited to the University “Ukraine”. • The grants of International Women’s Club in Kyiv and the Fund of promotion of democracy (US Embassy in Ukraine) were received. • University was granted a status of Peace University by non-government public organization “Star of Peace” (Japan). • Scientific-Research Institute of Nanotechnology Industry has won 5 international and intergovernmental grants.

  20. Professional adaptation and rehabilitation of students involves taking part in students’ educational-scientific-production units, students’ scientific groups; students receive practical training according to their specialty at various enterprises, career-guidance and assistance in job-searching in the Career Development Centre. Equal access to education for students with visual and hearing impairments is put into practice due to adaptive technologies: - educational materials prepared and copied in an appropriate format; - various media (a collection of educational materials in an alternative format), including educational and fiction literature, text-books, teaching aids, collections of lectures, reference books, methodical and artwork materials represented in an appropriate for disabled students’ format; - use of various multimedia courses in the educational process; - training students to use adaptative technical means: computer and peripheral equipment, software, media, etc.; - tutor support. Department of Social Adaptation and Rehabilitation designed to support students’ medical and psychological growth. This department also provides career guidance, physical rehabilitation, academic adaptations and accommodations for learning in integrated classes and strives to make the campus more physically accessible to students.

  21. Information Access center On  September 2, 2011 the National Information Agency of the Republic of  Korea and ‘Ukraine’ University signed the  Memorandum of Understanding on the foundation  of the Information Access Centre (IAC) in the our University. The Information Access Center (IAC) is a multi-function Facility which consists of an Internet Lounge, an IT Training Lab, a Seminar Room and an Administrative Office to create an opportunity to access information so that the public can benefit from ICT, raise ICT literacy and promote ICT cooperation between Ukraine and the Republic of Korea. It is a vivid example of cooperation of two partners that serves the wide layers of population to override the information gap and IT illiteracy globally, to use university as institution engaged for community purpose .

MISSION • is to foster the cooperation between two countries (Korea-Ukraine), especially in information and communication technology field. • This cooperation will promotethe current friendly relationships between two countries and help to override the information gap (computer and digital illiteracy).

Objectives • to found multifunctional Information Access Centre (IAC) with possibility of free access with a view to promoting information technologies, knowledge of modern information and telecommunication technologies, efficient use of software systems, access to computer literacy for cooperation between Ukraine and Korea

Previous experience • Open International University of Human Development ‘Ukraine’ has positive experience working with foundations and the creation of organizations to address social problems: • Career Development Centre; • The Higher School of Political Leaders; • Work with state fund ‘Turbota’ (Care) and others

CAREER DEVELOPMENT CENTRE and CENTRE for INDIVIDUAL WORK • It helps students to plan a successful professional career, to acquire necessary skills, to raise their communication and creativity level and finally to find a job. • Our Centre for Individual Work provides equal access to higher education for students with disabilities. Students can take courses on computer and use the office equipment. Students with visual impairments can take courses based on the "Vikno v Svit" (Window on the World) computer method, and learn ways to use computer in the learning process, for psychology consulting, practice in computerized working places for lawyers, translators and programmers, use a media library as a specialized teaching aid in alternative (audio-, video-) formats and employ a specialized working area for converting printed sources into electronic format, use duplication services and enlarge textbooks.

  28. The Higher School of Political Leaders • has been organised as a community school for training politicians and officials of local Self-Governments. Owning to a wide-spread network of 20 affiliates the School can support academically relevant programs in the centres all over the country. • Successful implementation of new initiatives is caused by objective factors: low level of political culture in the Ukrainian society as a whole, the need to prepare an educated and conscious expert in political communication, whois to be guided in the ways of the state as a whole, feels the problems of the region where he lives and works, the problems of the community and is able to find ways out of crisis and unite the community for further development.

  29. Program of "practical politics" • 6 -month training - The "Practical Politics" is intended for members of local government, rural, town and city mayors, activists of political parties and public organizations and candidates. Classes in this program are underway in the regional centers, schools, Kherson and Transcarpathian regions, it consists of 10 subjects ("the regional economy and investment opportunities", "Legal support of local government", "Ukrainian language in business communication", etc..) Methodological aspects of training involves providing students a full package (case) printed and electronic books and manuals, 134 hours of classes: classical lectures, web lectures, seminars, workshops, trainings, round tables, etc. • Passing the final test students receive a certificate of specialist in Practical Politics, which corresponds to the status of university government documents on education and enables the holder to apply for senior posts in local government.

  30. How can we combine our efforts? • Under the Order  the Head of  the Kyiv City State Administration the funding program ‘Turbota’ (‘Care’) of Labor and SocialProtection Department  the compensation payment will be madein learning disabled students, students, orphans and studentsof particularly low living standard, who have successfully enrolled inthe ‘Ukraine’ University. Being trained    students  of this categorywill continue the studying process up to receiving  their Specialistdegree.   • It was  also noted that 50  first-year students of socially unprotected categories will be taken to free education from the next academic year.

OBJECTIVES: Continuity work for Information Access Centre (IAC) using the following measures: • provide information about the activity of  Information Access Centre via the Internet, mass media and distribution of promotional advertisements  in public and private institutions; • constantly determine the needs and urgency of IT knowledge required in the region; • formation and development of educational programs, interesting and necessary to the population, the prospective employer, etc.; • interaction with centers of employment of various levels, including the experience of cooperation with state funds (“Turbota" and others.)

OBJECTIVES: Continuity work for Information Access Centre (IAC) usingthefollowing measures: • developthetests to determine the level of knowledge of each person who will want to increase his IT education; • formationof student groups taking into account the level of knowledge of each person; • formationbasecontingentfor the gradual setting up of training (ie phased study with periods of breaks); • closeinteraction and use of  achievements of the University "Ukraine“CareerCentrer

Providing work for  INTERNET Lounge using the following measures: • free access to all comers to Internet resources (with  preliminary registration in the database); • building a database of interesting Web resources for easy navigation in the Internet and to facilitate locating specific resources; • create a library of text books and manuals, including multimedia resources for independent learning or training (improving qualification); • create a library of tests for self-testing to determine the level of IT knowledge;

Providing  IT  Training Laboratories using the following measures: • formation courses interesting and necessary to the population, the prospective employer, etc.; • forming the base of multimedia educational resources, mentoring and training programs; • conducting courses for government leaders of all levels, while paying the most attention to the deputies of village and district councils using the positive achievements of "Political Leadership School “

Providing work for seminars room using the following measures: • conducting short-term seminars for the experts about contemporary and newest IT technologies; • collecting the proposals as “I do not know how…”  “I want to know ... technology /product"; • making up a plan of priority (or interesting) technology, software systems for ordering IT volunteers from Korea; • Agreeing with NIA schedule IT volunteers from Korea (NIA), who arrive to the Information Access Centre in Ukraine;
