Community Supervision in Texas TBCJ TDCJ TDCJ-CJAD JAC Judicial oversight of 122 CSCDs 429,648 offenders $281.8 million in FY2009 Formula and Grant Distribution • The TDCJ-CJAD is advised by the: • 12 member Judicial Advisory Council (JAC) composed of judges and citizens • Probation Advisory Committee composed of CSCD Directors and other criminal justice professionals

Community Supervision in Texas • CSCDs: • Supervise and rehabilitate offenders sentenced to community supervision • Monitor compliance with court-ordered conditions • Offer a continuum of sanctions, regular reporting and specialized caseloads, residential confinement/programs, residential and non-residential treatment/correctional programs • TDCJ-CJAD is responsible for: • Distribution of formula and grant funds • Developing standards, including best-practice treatment standards • Approval of Community Justice Plans and budgets • Conducting program and fiscal audits • Providing training and certification of community supervision officers

  8. Community Supervision in Texas The Substance Abuse Felony Punishment program and the Mental Health Initiative provide substance abuse treatment and mental health services to probationers, respectively. Those funds are not included in these funding lines.

What is CJAD Doing? • Stakeholders • Assessment of an offender’s criminogenic risk and needs • Placement of probationers in appropriate treatment programs (based on assessed needs) • Integrated treatment plans for dual-diagnosis populations • Conferences • Biennial Sentencing Conference • 2010 SKILLS Conference • 2009 Bench Manual • Will be available on the TDCJ-CJAD website beginning 11/1 • Evidence Based Practices

What is CJAD Doing? • Community Supervision Stakeholders Committee • Established FY 2007 • Recommended implementation of legislative resources • Substance Abuse Treatment Continuum • Developed as a statewide model for intervention with probationers who have substance abuse problems • The continuum highlights that • interventions be driven by individual assessments and • treatment should be done in the least restrictive setting available to meet the probationer’s criminogenic needs

Ways to Get More Involved • Communication • Let the probation officer know what is going on • build the relationship • take the opportunity to educate them on effective treatment and also to let them educate you on offender-specific issues • Help integrate substance abuse treatment and supervision • Educate yourself on what protocols work with criminal justice populations • There are a number of studies regarding substance abuse treatment with criminal justice populations • Understand EBP in the criminal justice system
