  2. Hungarian EU Presidency 2011„3 pillar” • 1st: organizing the work of the Council Working Groups • 2nd: organizing informal, accompanying and side-events in HU • 3rd: representing the EU in the World Organisations, etc (FAO, UN, Codex Alimentarius, UNEP)

MARD’s preparation for the Hungarian EU Presidency 2011Informal meetings (cca 35 occasions) • Informal Council meeting for the ministers for agriculture and fisheries • SCA meeting • Informal FAO Coordination Meeting • Chief Veterinary Officers • Conferences • EOQ World Quality Conference • Conference on Veterinary issues etc.

MARD’s preparation for the Hungarian EU Presidency 2011Policy framework • Political consensus on the superiority of the Hungarian Presidency: agreement signed by each parliamentary party • Parliamentary Committee on the Hungarian EU Presidency • Preparations for the presidency tasks are coordinated by the Hungarian Ministry of Foreign Affairs

MARD’s preparation for the Hungarian EU Presidency • Preparation started in 2008 • set up the Presidency Team • training programmes (central and local organisation in the ministry) • secondments: SI, FR, SV, ES • Trio Programme and the HU PRES Programme (2009-2010) • Additional EU-experts from 2009 • to the Ministry • to the Permanent Representation • Finalizing the Presidency Calendar

MARD’s preparation for the Hungarian EU Presidency 2011 • CAP beyond 2013 • Commissions Communication on the „Future of the CAP beyond 2013” – COM needs feedback • Commission scheduled for 17 November 2010 • HU PRES: in March or April: Council Conclusion (or PRES Conclusion) • Legislative proposal scheduled for July 2011 • The CC will not contain any facts and figures concerning the financial aspects - it will describe the approaches and the principles • There is a document leaked on this issue

MARD’s preparation for the Hungarian EU Presidency 2011 • Alignment with Lisbon Treaty – CAP regulations • EP will be involved into the legislation in the field of agriculture • processes can be slower • Legal acts: • Direct Payments (73/2009) • alignment with LT + simplification • Single CMO (1234/2007) • alignment with LT + recast + incorporation of other work done like MDP, Milk package, agricultural product policy • Financing of the CAP (1290/2005) • alignment with LT • Rural Development (1698/2005) • alignment with LT
