  2. Reasons for CE-marking • Not much of a choice: compulsory • The bigger the brand: the smaller the CE-marking • Well-known brands do not need (CE)marking, but rely on their brand name to instill confidence • Conclusion: When entering a new market as an unknown, use the CE key

  3. Reasons for CE-marking • Existing exporters benefit most: they are already using CE • For local producers, CE is new, therefore they will incure expenses • Conclusion: Incentive for exporting: why stick to the local market?

Reasons for CE-marking • CE-marking is the carrot, product liability the stick. • Manufacturer has a wide range of liberties, but is ultimately responsible for his product • With compulsory standards: the manufacturer knew when he was in compliance. Now more difficult. • SME’s do not have a legal departement. • Could be ordered to withdraw his product.

  5. Standards are voluntary (or are they?) • Standards benefit mass production (made in China) • Not always available for niche or unique or tailored products. • Facilitate entry in the market (presumption of conformity) • Standards are imposed by the client and/or consumer

  6. When to adopt CE • Rhetorical question. • Early adopters: hare and turtle. • First adopters are big exporting firms. • Usually little choice for SME’s: driven by big clients. • Learn early, adopt late

  7. How: quality vs CE • There is no real freedom of choice in the conformity assessment methods (modules): the way you produce and which quality system you run, will determine the module of choice. • Conclusion: use CE-marking to develop your quality system.

  8. How: quality vs CE • Don’t let the tail wag the dog • CE doesn’t need quality, but it helps

  9. Notified bodies are mandatory. Or are they? • It’s a free market: shop around! • Currently only limited number of NB’s in Turkey (TSE, Türk Lloydu, TCMB + EU) • Cheapest is not always best • Easy and cheap notified bodies do not provide added value. • Tough notified bodies are expensive, in the invoice and the work involved • Conclusion: Chose the notified body that gives confidence to the client

  10. Notified bodies are mandatory. Or are they? • BEST study • Range of products (washing machines, TV, Mobile elevated work platforms, toys, also non-harmonised) • 2 small member states (BE and DK), 2 large (FR and DE)

  12. CA-services by CCI’s • Simple advice: you ask, we deliver. • Standards search. • Awareness raising activities

  13. There are no stupid questions… • Q: Where can I buy the CE-sticker ? • A: Don’t answer questions: solve problems.

  14. One fool can ask more questions… • Q: We produce PLC controllers for hydraulic bench presses. Does the earthing wire have to be coloured yellow/green? • A: Don’t try to know everything, know everyone who knows something.

  15. Standards search • Get the english/french translation of their product description • Start with the basic A-standard, fill in the blanks • Use both a word search or a directory search (ICS-codes, or by directive) • Become a member of your national standards body

  16. I am but a simple CCI. What can I do… • The SME knows his product better than anyone else. • SME’s hate administration, but can talk hours about the technical bits. • EICs can talk hours about administration, but have no technical background.
