Civil Liberties • Human Rights- fundamental freedoms • What do you think there are? • Does everyone have them? • Countries that lack or abuse human rights? • Bill of Rights establishes a starting point. • Written guarantee of rights.- For 100 years though- did not apply to states. • Framers established the idea of incorporation • Bill of rights extended to all levels of federal government

  3. 14th Amendment • Constitution has changed with conditions and times- adjusted. • 14th Amendment- Defines citizenship ( person born/naturalized) • Also establishes protection of liberties in Bill of Right to all citizens. • Speech, expression, unwarranted searches, • Nationalization- people may sue a state in federal court if liberties are violated.

  4. Interpretation of Constitution • Is it a living document that changes with society and times? • Or should it be viewed as a strict guideline that should not be altered?
