Safety & Security Committee • Mission statement: To recommend cost-effective policies and specific actions to the Forest of Friendswood’s Homeowners Association Board that will ensure the safest and most secure environment for all residents. • Committee members: • Phil Bossert: Chair • Dave Folts: Website and safety checklist • Nancy Farries: Neighborhood Watch Program (NWP) • Dave Randall: NWP and liaison with Friendswood Police and Fire Departments and Life Flight

Safety Issues • Motor vehicles: Speeding, failure to yield to pedestrians and stop signs, golf carts driven by minors, vehicles on hike & bike trails, ATVs on public streets. • Emergency vehicles getting lost: FPD, FM, and FVFD were notified of this problem and corrected it. • Joggers, walkers, and cyclists: Need to use the correct side of the street and to wear reflective belts/vests at night/dusk. Cyclists need to use lights at night/dusk. • Animals: Coyotes, snakes, and dogs. The city enforces leash laws and requires owners to clean up after their animals. • Natural disasters: Hurricane and flood awareness. • Street lighting: Some areas need better lighting. • Pipeline safety: Natural gas and crude oil flow through FoF.

  5. Security Issues • Vehicle burglaries: Themost common crime and the result of cars left unlocked. Please lock your vehicles! • Vandalism: Spray painting, BB-gun holes in windows, dog waste on porches, street signs defaced, mail boxes damaged. • Incomplete Neighborhood Watch Program: Currently being addressed. Please volunteer to be a block captain! Important points: • The FoF has a lower crime rate than Friendswood • Friendswood has the 3rd lowest crime rate of 17 local cities • Life flight has made 11 landings in FoF since 2000 • Biggest safety issue: motor vehicle violations • Biggest security issue: motor vehicle burglaries • Crime is increasing as the economy weakens

Initiatives • Plan & key tasks developed and approved • New SSC portion of www.fofhoa.com under “safety checklists” • Established regular dialogue with FPD, FM, FVFD, Life Flight, and local real estate industry • Implemented the Specialized Traffic Enforcement Program (STEP) with the FPD • Revitalizing the Neighborhood Watch Program • Researching a video surveillance system for entrances/exits • SSC will make a recommendation at the May HOA board meeting

Neighborhood Watch Program (NWP)--Block Captain • Organize neighbors—exchange contact information and distribute crime prevention information • Identify locations for NWP, “20 MPH,” and “Children Playing” signs & additional street lighting • Request Specialized Traffic Enforcement Program (STEP) implementation • Attend periodic meetings of the FoF Safety & Security Committee • Requires only 1 hour per month (if that)! • Training tonight immediately after the annual meeting—just 15 minutes

Proposed Video Surveillance System • Purpose: To deter crime in the Forest and to assist the FPD with criminal investigations; studies prove these systems work! • Background: Last year several residents and the FPD suggested we research the feasibility of a VSS • The SSC sought 4 bids; two bids received • Requirements: Coverage for all 4 entrances/exits, 2 weeks of memory, cost effective, reliable, compatible with FPD, license plate recognition, day/night, rapid contractor response time (1-2 hours) • Estimated costs: $45k +/-$5K; $400 per month for electric, maintenance, insurance, 1-2 trips per month by contractor • Legal: No privacy issues because streets are public property • Way ahead: The SSC will make a recommendation at the May HOA board meeting
