  2. AFIS Overview “The Air Force Inspection System (AFIS) is an integrated, synchronized system of inspections conducted on behalf of the Secretary of the Air Force (SECAF), the Chief of Staff of the Air Force (CSAF) and commanders at all levels. “ - AFI 90-201, para 1.2.1.

Synchronizationvs Integration • Can I inspect or not? • See Attachment 2 of AFI 90-201, “List of Authorized Inspections” and PAD 13-1 • If your functional inspection (includes certifications, accreditations, etc.) is listed in Parts 1, 3, or 4 your team is currently authorizedto conduct your inspection as a “Synchronized Inspection” • Those inspection activities and dates must: • Take place at the same time as a capstone event • Be coordinated with the applicable Gatekeeper

Synchronization vsIntegration • Can I inspect or not? • If your inspection is not listed anywhere in Attachment 2 of AFI 90-201, you are no longer authorized to conduct your inspection • Inspections listed in Part 2 of Attachment 2 will be integrated by 1 Oct 2014 per SECAF direction in PAD 13-1 • However, inspection requirements outlined in Attachment 3 of AFI 90-201, “Air Force Inspection Requirements,” will be evaluated by an IG inspector under Title 10 authority • Your inspection is then considered “Integrated” • HAF FAMs write Attachment 3

UEI Integration • What does an Integrated Inspection mean in basic terms? • The inspection name and separate report are gone • FAMs no longer worry about inspection requirements or scheduling • As part of the UEI continuous evaluation process, the MAJCOM IG samples the inspection requirements using permanent IG team members or augmentees from the MAJCOM functional staff, as required • The MAJCOM will use a risk-based sampling strategy outlined in AFI 90-201 to validate and verify CCIP effectiveness, including self-assessment checklist accuracy

  6. New AFIS Goal Stop this. Reward this. In the new AF Inspection System, Commanders will inspect their units’ ability to execute the mission, manage resources, lead people and improve performance. Functional experts on staffs will focus on enabling, as commanders focus on ensuring. In the new AF Inspection System, “inspection prep” will be unnecessary and ineffective. Most inspections will be done by the Wing Commander’s team on a continual basis…just part of the way the wing works as Airmen focus on mission readiness every day. FAMs play a key role

AFIS Roles DRAFT MAJCOM/CC FAMs play a key role IG’s Inspection Report MAJCOM and FOAStaff Wing/CC’s Inspection Report MAJCOM/IG • Supports MAJCOM/CC with recommended policy, guidance, training and resource decisions • Gains increased SA through MICT-enabled CCIP • Provides inspection requirement recommendations to CC through IG • Supports wing CCs and below with approved policy, guidance, training and assistance • Augments IG team as necessary • Refines/develops high-quality Self-Assessment Checklists IAW AFI 90-201 • Inspects to: • Validate/verify CCIP • Unit performance influences frequency, scope and depth of IG inspections • Assess leadership effectiveness, military discipline and aspects of climate/culture through Unit Effectiveness Inspection (UEI) UEI MICT Wing/CC Wing IG • Plans and executes Wing CC’s Inspection Program (CCIP) • CCIP is executed by CC through Wing IG, command chain, Wing Inspection Team and unit reps • Enabled by high-quality functional checklists and the Management Internal Control Toolset (MICT) • Reports inspection results to MAJCOM/CC with appropriate MICT visibility for HHQ staffs Accountable, structured internal inspection, validated and verified by external inspection.
