What is PPIRS? • Federal Repository for Completed Assessments - PPIRS is a web-enabled, Federal enterprise-wide application that provides timely and pertinent contractor past performance information to the Department of Defense and Federal acquisition community for use in making competitive source selection decisions

PPIRS Primary Objectives Support Best Value Source Selection Decisions – Awards for Proven Performers (FAR 15) Provide Up-To-Date Documentation of Contractor’s Ability to Meet Requirements (FAR 42) Motivate Improved Performance Facilitate Government - Contractor Communication Determine Prospective Contractor Responsibility

  4. PPIRS APPLICATIONS • PPIRS consists of two components: • Report Card (RC) • Statistical Reporting (SR) Both components support the Federal Acquisition Regulation (FAR) requirement to consider past performance information prior to making a contract award (FAR PARTS 9, 13, 15, 36 and 42).

  5. How does PPIRS-RC work? • PPIRS-RC provides a query capability for authorized users to retrieve report card information detailing a contractor's past performance. Federal regulations require that report cards be completed annually by customers during the life of the contract. PPIRS functions as the central warehouse for completed report cards/assessments

  6. How does PPIRS-SR work? • PPIRS-SR collects quality and delivery data from numerous Department of Defense (DoD) databases, aggregates that data using algorithms, and provides the user with objective Quality and Delivery Ratings of a contractor’s past performance. Quality Classifications “On Time” Delivery Score

PPIRS-SR Business Rules • Uses 3 Years of Information (Data) • Classifications Updated Each Month • Performance Classified by CAGE & Commodity • Federal Supply Classification - FSC • North American Industry Classification System • Quality and Delivery Records are Weighted, (+ & -) • Contractor Provided a 30-Day Review or Challenge Period

Delivery Performance • Classifications are Based on Total # of Contract Line Items Received • Delivery Score = (On-time Weight X On-time Score) + (Average Days Late Weight X Average Days Late Score) • On-time Weight = .6 • On-time Score = 100 X (number of lines shipped on-time during rating period/number of lines shipped during rating period • Average Days Late Weight = .4 • Average Days Late Score = maximum of ((100-(total days late during rating period/number of lines shipped during rating period)) or 0, whichever is higher)

Quality Classifications • PPIRS-SR Quality ClassificationsComparative Assessment Among Suppliers • Positive and Negative Records (Weighted) • Produces Quality Score and Color • Considers Number of Line Items Supplied Top 5% - Dark Blue Next 10% - Purple Next 70% - Green Next 10% - Yellow Bottom 5% - Red

  20. Enter Message Regarding Challenge • Select “Send” to Send E-Mail • Select “Cancel” to Cancel Challenge • “NEW” Records Challenged During The Preview Period - Not Used in Rating • Records Challenged After The Preview Period - Used in Rating
