  3. What is the Portland Clean Energy Fund?

What Would the Measure do? • Generate $30 million a year in spending in the City of Portland focused on: • Renewable energy & energy efficiency • Job training and contractor support • Sustainable agriculture • Innovation • Create a grant committee to oversee fund allocation • Adopt ambitious workforce equity and contractor equity, with strong metrics for measuring success

How would the funding be raised? • The measure would impose a 1% surcharge on Billionaire Retail Corporations. • Corporations with over $ 1 billion in national revenue (like Starbucks, McDonald’s, GAP, Nordstrom, Walmart, Bank of America) would have to pay a 1% surcharge on their annual revenue made within the City of Portland. • Groceries, medicine, credit unions, co-ops, and utilities are exempt

  6. Why tax Billion Dollar Retailers? They have record high revenues & pay a record low effective tax rate. Unlike manufacturers, retailers have to be in the city if they want to sell to people in the city (ie- very limited risk of job flight). These corporations do not pay their fair share already AND they just received massive tax breaks from the Federal Government. There is a serious need for funding to support a transition to a socially just energy future. We’re asking for just 1% from the top 1%!

How would the funds be spent? • Funding categories include: • Renewable Energy and energy efficiency, with at least half for low-income households • Job training, apprenticeships and contractor support • Local sustainable food production • 9-person Committee (appt’d by Council) would recommend fund allocation to qualified non-profit applicants • City Council approves (legally required) • Non-profits distribute funds to individuals, businesses, and other qualified applicants to support measure goals
