PART 145: Maintenance organisation The PART 145 details requirements applicable to maintenance organisations working on aircraft and aircraft parts to be released to service in commercial transportation. To perform maintenance and to issue a certificate of release to service on aircraft or aircraft part registered in a country member of european union or of EASA, a maintenance organisation must be PART 145 approved. Being PART 145 approved means that the organisation is recognized able by its authority (DGAC for France) to perform maintenance work within a defined approval schedule.   17. 145.A.45 : Maintenance data • The content of maintenance data can be modified only according a procedure of the MOE (except in case of modification or repair). • For the data issued by the organisaton of conception, this one must be informed of any deviation from an approved maintenance date. • Implementation of a procedure for the maintenance organisation to report to the author of a document any element which could lead to an unaccuracy, misunderstanding or confusion in the instructions provided.   33. PART 66 Part-66 gives conditions to be complied with by the staff of PART 145 approved maintenance organisation, authorised to issue CRS on aircraft whose maximum takeoff weight is above 5,7 tons. CRS: Certificate of Release to Service. CRS certifies the complete performance and compliance of any maintenance task, in accordance with the request. Part 66 gives conditions in which personnel compliant with elligibility conditions are granted, at their request, a aircraft maintenance engineer license, called PART 66 license. This request is under the responsibility of the engineer, who makes his request through a form 19, which is also used to justify his experience.   37. EASA FORM ONE : whet, when and where ? • An EASA form one is an authorised release document. The authority delegates the conformity of a P/N thanks to this form. • Attention : • Maintenance must be performed in the facilities described in the MOE or in the facilities of the sub-contractors not approved but covered by the approved maintenance oragnisation and listed in the MOE. • EASA Form One must be signed by a certifying staff in the place of performance of tasks. An approved organisation is not allowed to sign EASA forms 1 for any thing at any place. Any part installed on aircraft must have a filled in EASA Form 1, except parts/consumables such as seals, screws, oil…for which a certificate of conformity is sufficient.   38. Blocks 1-13 to 19-24 must be filled in (block 6 : option). • Blocks 14 to 18 concern new parts, reserved to manufacturers (POA). • Blocks 19 to 23 concern repaired parts. • Block 19 : regulation under which the work was performed. • BLOCK 12 : • Manufactured • Overhaul • Inspected/tested • Modified • Repaired • Retreated • Reassembled EASA FORM 1 Filling in : Do not modify the format. EASA Form 1 can be digital or pre-printed: the signature has to be hand-written ! Fill in the form in english for export. Can be in french for domestic use.   39. EASA FORM ONE : sub-contracting • When sub-contracting to non approved PART 145 organisations : • The CRS must be issued in the name of the approved oranisation. • Workshop performing equipments revision or CND must be approved. • If only one part of maintenance work is sub-contracted, and if the sub-contractor is also PART 145 approved, it releases its workwith an EASA Form One that the main organisation will archive in its working file, in support of the EASA Form 1 issued to cover the whole maintenance work.   40. EASA FORM ONE : Airworthiness of new parts • This point is essential ! • Its correct and systematic implementation helps to reduce the risk of installing non approved parts on aircraft ("bogus parts" or "suspected unapproved parts" of the FAA). • The PART 21.307 says that no spare part (except standard) can be installed on a product which received a type certificate if it is not accompanied with an airworthiness document. • The PART 21.307 of Subpart N precise that no imported spare part can be installed on a product which received a type certificate if it is not accompanied with an airworthiness label issued, in application of a bilateral agreement from the non EASA authority, and certifying the compliance with a definition approved by EASA. • Depends on bilateral agreements in force. EASA FORM ONE : spare parts from USA • Ellibibility of material covered by a 8130.3 "Export" form in general, or because of bilateral recognition betwee France and USA. • Attention to 8130-3 "for identification" which are not elligible for export.
