Nevada Department ofPublic Safety Division of Emergency Management And Homeland Security Mission Statement The mission of the Division of Emergency Management is to coordinate the efforts of the state and its political subdivisions together in partnership with private and volunteer organizations and tribal nations in reducing the impact of disasters. This is accomplished by developing, planning, implementing, and maintaining programs for prevention, mitigation, preparedness, response and recovery. The mission of Homeland Security is to collaborate, advise, assist, and engage with various federal, state, local, and tribal entities, private sector, non-governmental partners, and the general public to prevent, detect, and deter terrorism activity in order to minimize the impact on lives, property, and the economy. Nevada Department ofPublic Safety Division of Emergency Management And Homeland Security • Recovery and Mitigation • Pre-Disaster Mitigation Program • Provides funds to states, territories, tribal governments, communities, and universities for hazard mitigation planning and implementation of mitigation projects prior to a disaster • PDM grants are awarded on a competitive basis without reference to state allocations, quotas, or other formula-based methods of funding. • To support comprehensive emergency management at the state and local level, and to encourage the improvement of mitigation, preparedness, response, and recovery capabilities for all hazards. Nevada Department ofPublic Safety Division of Emergency Management And Homeland Security • Recovery and Mitigation • Preliminary Damage Assessment • Timely and accurate assessment of damages to public and private property following an emergency or a disaster • PDA Team: • Deployed at the request of the Division of Emergency Management, this team assists the local jurisdiction in the evaluation of damages and impact upon a local jurisdiction. Nevada Department ofPublic Safety Division of Emergency Management And Homeland Security • Presidentially Declared Disaster Grant Programs Available • Individual Assistance • FEMA may provide supplemental financial assistance to individuals and households • Public Assistance • Provides technical assistance and financial grants to State, Tribal, and local governments and certain types of private, non-profit organizations so communities can quickly respond to and recover from major disasters or emergencies declared by the President • Post Hazard Mitigation Grant Programs • Provides grants to States, Tribal, and local governments to implement long-term hazard mitigation measures after a major disaster declaration DEM Function Presentation

Nevada Department ofPublic Safety Division of Emergency Management And Homeland Security • Tribal Governments • Although Tribal Governments may elect to coordinate directly with the Federal Government, a State Governor must request a Presidential Declaration on behalf of a Tribe under the Stafford Act. • For Pre/Post-Mitigation Grants funding, and for Individual/Public Assistance Grants, Tribes may elect to go directly to the Federal Government for assistance, or to the county/state if there are agreements in place. State of Nevada Office of the Attorney General Dept. of Public Safety EMAC History • In 1992 Hurricane Andrew brought to the forefront the need to legalize the sharing of response and recovery assets between states. • 1993 - Governors signed Southern Region EMAC • 1995 - Broadened to EMAC • 1996 - Congress consented to national compact through the ratification of Public Law 104-321. • 2005 – The Nevada Legislature adopted EMAC – NRS 415 25 AG: EMAC Presentation 9/16/2014
