Independent Review of Applications • LEAs that demonstrate a high level of, or high risk for, administrative error associated with certification must conduct a second review of applications • must be conducted by an independent individual or entity that did not the make the original eligibility determination

  2. Independent Review of Applications • State agencies must use the following criteria for selecting LEAs: • All LEAs with 10 percent or more certification/benefit issuances error found during an administrative review; and • LEAs not selected under Criterion 1 that are at risk for certification error, as determined by the State agency • States are strongly encouraged to include those LEAs with between 5-10 percent certification/benefit error
