To deliver an effective integrated national information sharing and intelligence capability which will improve the ability of the police and partner agencies to proactively use information for intelligence purposes to prevent crime, bring offenders to justice, safeguard children and vulnerable persons and further professionalise the investigation process.

  9. Opportunity

  10. Intelligence is more than search • Common data must be pulled together by; • Business Domain proven solutions • Scalable to 100m + records (1 billion reference available) • Open accessible and secure technology • Non destructive linking/matching • Dynamic linking and grouping • Add capability to link ‘reference data’; • PNC • Electoral roll • ANPR pings • Etc

  11. FBI database Police Officer(on a Regular Stop) NCIS database Identity Hub Multiple Participating state & local authorities Crime/Intelligence Analyst Case Study : Law enforcement Information Exchange LinX Problem : In November 1999, a Seattle man implicated in a plot to open a terrorist-training camp in Bly, Ore., was pulled over by a traffic officer for a burned-out tail light. It was more than a year before the FBI heard about the stop and discovered that the officer had written down the names of two passengers, both linked to the al-Qaida terrorist organisation! There was no standard way to share information between federal, state and local law enforcement agencies. WHY? Issues: • Data Integration • Multiple source systems • Many millions of records • Data privacy issues • Constantly changing source data • Data Integrity • Identity matching and linking • High degree of accuracy • Physical descriptors of people • Scalability requirements • Performance requirements • Real time • Point of service search Benefits: Informed, real time decision making, at the point of service, based on the best information from multiple agencies held in many disparate source systems.
