The Principles The CC1 ENUM LLC will use the following principles to guide it in the selection of one or more ENUM Tier 1 Registries for implementation of ENUM within the countries under Country Code 1. These principles have strong roots in proven telecommunications and technology policies and are intended to maximize opportunities for industry, while protecting the security and privacy of consumers: • Preserve national sovereignty • Support competition • Promote innovation • Protect users' security and privacy • Minimize regulation • Preserve opportunity for alternative deployments • Allow for interoperability • Preserve stability and security CC1 ENUM LLC

The Mission • The Country Code 1 ENUM Limited Liability Company (LLC) will manage the selection of a vendor or vendors and ongoing contract administration for the vendor or vendors to perform the following roles: • The Country Code 1 (CC1) ENUM Skinny Tier 1 “A” Registry for numbering resources for those nations within Country Code 1 that choose to participate, • The ENUM Tier 1 “B” Registry for numbering resources allocated for use within any of the NANP nations that choose to use the CC1 ENUM LLC for this purpose. • The LLC will consider a variety of options for selecting the Tier 1 operator(s) and will provide an industry-based mechanism for selecting the Tier 1 operator(s) that will be as inclusive as possible. The CC1 ENUM LLC will promote competition among registrars, providers and operators, allow for interoperability of alternative deployments, encourage innovative services and products, and protect the privacy and security of all ENUM users within the purview of the LLC.   9. The Scope • The LLC will solicit input for the development of a Request for Proposal(s) (RFP) for the selection of one or more Tier 1 Registries. The LLC will develop and issue this RFP, which will contain a Statement of Work (SOW) defining the requirements for the roles identified in the Mission section. • The LLC will evaluate vendors’ proposals and select the vendor(s) to perform the above roles.  • The CC1 ENUM LLC will promote competition among ENUM Registrars, ENUM Tier 2 Providers, and ENUM Applications Service Providers, operating under the CC1 and national Tier 1 Registries that may be created.   CC1 ENUM LLC

CC1 ENUM Trial • Each CC1 nation may opt into the ENUM trial and authorize use of its numbering resources • Trial plans being developed on an individual CC1 nation basis • ENUM Forum preparing trial plans for the US • Each participating nation expected to conduct a six month trial during the one year delegation period • US trial expected to commence upon receipt of the delegation CC1 ENUM LLC

Delegation Process • ITU sent letter by two or more CC1 countries requesting CC1 be delegated into e.164.arpa to support an ENUM trial • ITU notifies all CC1 counties of the request • Countries have 60 day period to comment on the delegation • If no objections to the delegation are received, ITU notifies RIPE NCC that the delegation has been approved and the technical arrangements to support the delegation can be completed CC1 ENUM LLC

CC1 Trial Delegation Request • CC1 ENUM LLC is preparing a request to the CC1 governments requesting country code delegation to support an ENUM trial • Temporary delegation to last for one year • MOU signed with CIRA as the trial Tier 1A registry • Technical delegation will go to CIRA • Administrative delegation contact will be the LLC CC1 ENUM LLC

CC1 ENUM Commercial Process • LLC is preparing an RFP to select the permanent Tier 1A registry for CC1 • An RFP is also being developed for each country’s use in selecting an individual Tier 1B registry for its numbering resources • Technical Advisory Committee (TAC) created by the LLC as a group open to all who desire to participate in the development of CC1 technical requirements.   15. Technical Advisory Committee (TAC) Mission • The TAC will prepare technical requirements recommendations for the Country Code 1 ENUM LLC to take into account when preparing the CC1 Tier 1 RFP. The TAC is open to all interested parties from North American Numbering Plan (NANP) countries who wish to participate. Scope • To provide advice to the LLC on the CC1 Tier 1 A and Tier 1 B technical requirements. • To provide technical input on the standard interfaces between the different tiers/entities in the CC1 ENUM architecture. • To contemplate a minimum set of Tier 2 Provider and Registrar requirements • The TAC will use existing industry documents and standards (e.g. ENUM Forum Tier 1 Requirements; CSCN documents; CC1 trial documents) as a baseline for developing their documents. • The TAC output document(s) will be considered by the CC1 ENUM LLC in its development of the CC1 Tier 1 RFP.
