  4. Personalisation - Citizenship • A right to Self determination – disabled children and their families are the experts – they know what support they need • The promotion and support of self – organisation • Finding creative and flexible solutions

  11. Our Challenge To work with our local communities and all Our stakeholders – to increase and transform short breaks and family support services making them fit for the 21st century – to deliver ‘Personalisation’

  12. Personalisation - Citizenship Investment in universal services – that support families to lead fuller lives as Citizens Focus on prevention and early intervention Building social capital

  13. Personalisation - Citizenship Personalisation requires a significant change in approach – The role of commissioning is changing/has changed – no ‘bulk buying’ – the role is to shape the market To promote high quality options

  14. Less reliance on block contracts between providers and Local Authorities Development of Framework Agreements – providers approved to deliver services but not guaranteed business – this is down to individual choice

  15. How do we ensure we do this? • We must listen to and engage with families • We must work with providers and new partners • We must develop new ways of working and deliver innovative practice

  16. We must: • Facilitate or broker services for families with personal budgets

  17. The point of our activity is to transform the social conditions of our local Communities

  18. Managing Change – the agenda requires not only a change in attitude but a change to our 'systems and processes' People react differently Expectations need to be managed realistically Fears have to be dealt with

  19. Learn together and facilitate change - don’t instruct or impose ideas – explore the possibilities together and give permission to take risks

  20. Despite pressure on public finances – demographic growth, increasing numbers of children with disabilities - social care is a growing market Delivering more and better with less.
