  3. Quality Measuring Tool (QMT) The QMT: • Is based on the COPE Self-Assessment Guides • Measures progress in improving quality over time • Quantifies results of the efforts to improve quality • Encourages staff participation in monitoring

  4. Who Uses the QMT? • Internal supervisors involving staff • External supervisors involving staff How Often Is the QMT Used? • Annually

  5. The QMT: • Was piloted in 93 sites in Tanzania from 1995-1999, and a global version of it has been developed. • Is adaptable.
