The National Pollution Prevention Roundtable (NPPR) • Largest membership organization in the country devoted solely to promoting pollution prevention (i.e. source reduction) instead of traditional end-of pipe methods. • Membership includes P2 experts from: • regional P2 resource centers • state and local government P2 programs • small business assistance networks • non-profit groups • industry associations • federal agencies http://www.p2.org

Definition: Source Reduction ‘90 Pollution Prevention (P2) Act Defines Source Reduction as: Any practice which reduces the amount of any hazardous substance, pollutant, or contaminant entering any waste stream or otherwise released into the environment (including fugitive emissions) prior to recycling, treatment, or disposal; and, reduces the hazards to public health & the environment associated with the release of such substances, pollutants, or contaminants.

  10. Definition: Pollution Prevention Pollution prevention (P2) is the use of materials, processes, or practices that reduce or eliminate the creation of pollutants or wastes at the source. P2 means “Source Reduction” P2 = Source Reduction

  11. Compliance vs. P2 Facility Compliance: • Required by Law or Reg. • Fines for non-compliance Pollution Prevention (P2): • minimize regulatory burden • reduce liability • reduce costs

  13. Definitions: Environmentally Preferable Purchasing (EPP) Environmentally Preferable Purchasing (EPP) is the practice of purchasing products that have a lesser or reduced effect on human health and the environment when compared with competing products or services that serve the same purpose.

Definitions: Environmental Management Systems (EMS) Environmental Management Systems (EMS) (As defined by ISO 14001) the part of the overall management system that includes organizational structure, planning activities, responsibilities, practices, procedures, processes, and resources for developing, implementing, achieving, reviewing, and maintaining the environmental policy

Local Government Workgroup (LGW) Accomplishments • “Profile of Local Government Operations”: Document focuses on Compliance and Pollution Prevention • Training Sessions: • November 1998 ‑ Full-day pre‑pilot training in Milwaukee, WI • January 1999 ‑ Full‑day pilot training in Cincinnati, OH • March 1999 ‑ One and one half hour ‘preview’ training at the Great Lakes Regional Pollution Prevention Roundtable (GLRPPR) Winter meeting in Chicago • April 1999 - Full-day training at the NPPR Spring Conference in Washington, D.C. • August 1999 - Two-hour ‘preview’ training at the Michigan Association of Local Public Health (MALPH), in connection with the GLRPPR Summer meeting in Traverse City, MI • September 1999 - One and one half hour ‘preview’ training at a full-day Pollution Prevention Partners training event, Louisville, KY • September 1999 - One and one half hour ‘preview’ training at a full-day Southwest Ohio Local Government Pollution Prevention Collaborative training event, Dayton, OH, during National Pollution Prevention Week, 1999. • March 1, 2000 - ‘Preview’ during the GLRPPR Winter Meeting in Chicago, IL • March 21, 2000 - Full-day training at the NPPR Spring Conference in Boston, MA • June 26, 2000 - Full-day training for Illinois local governments in Springfield, IL • August 29, 2000 - ‘Preview’ during the GLRPPR Summer Meeting in Indianapolis, IN • February 27, 2001- Full-day training at the NPPR Spring Conference in Chicago, IL • July 11, 2001 - ‘Preview’ prior to the GLRPPR Summer Meeting in Madison, WI • January 17, 2002 - The 2002 Mid-Atlantic Premier P2 Conference • April 2, 2002 - Full-day training at the NPPR Spring Conference in Portland, Oregon • June 19, 2002 - Local Government Environmental Compliance Through Pollution Prevention, Alburquerque, New Mexico
