Process for Proposal Agenda • Post your formal written proposal to the Occupy Honolulu website discussion forum under the “Potential Proposal” topic. • Email the secretariat committee of Occupy Honolulu with a link to the discussion post along with a brief description of your proposal • Proposals must be submitted by 3pm on Sunday, the week before the proposal will be presented and voted on. It will be helpful if you can include what 2 days that week you will attend the “GA” to present the proposal then vote on it. Secretariat will confirm with you which days of the week your proposal will be included in the Agenda.

Proposals & General Assembly • Proposals must be presented to the GA and on the Discussion Forum for a minimum of 24 hours before it can be eligible for a vote. • Presenters have 5 minutes to read the proposal to the GA. Follow the initial reading, there will be an opportunity for the GA to ask clarifying questions to which the presenter may address directly. There will not be a formal stack for most proposals on the first night’s presentation. • After being presented and online for 24 hours, the presenter can bring an item to the GA for a vote. The presenter will have 5 minutes to read the proposal, then the Stack line will be open for any comments, ideas or questions. The stack line will be open for 5 minutes, and anyone who joins the line during that time will have 2minutes to address the topic at hand.

  6. Proposals & General Assembly • Following completion of the Stack line, the facilitator will move to any other proposals to be voted on that night following the same procedure. Once all proposals up for vote are read and stacked on, there will be a 15 minute Breakout discussion period. This time should be used to address any problems or friendly amendments to the presenters. • Following the Breakout discussion, the proposals will be re-read to include any adjustments then a vote will be taken. • To pass a proposal: • A minimum of 20 individuals is needed to meet quorum for vote, not including stand asides • Less then 1/3 of individuals present at the GA must not stand aside to allow voting to continue • Consensus of all individuals of the GA is needed when under 150 or less people • When over 150 individuals present for the GA the proposal must receive at least a 9/10ths majority to pass.

  7. Proposal Finalization • All Proposals passed within the GA will be posted within 24 hours of passing on the Occupy Honolulu website under “Passed Proposals”. • Passed proposals • Will include a finalized statement of acceptance passed through the GA and will be taken from the “minutes” of the GA • Minutes will be posted on Occupy Honolulu's website with in the “minutes” section • Date proposal was passed • All committee “point of contact members” who helped organize and was present during the voting process. • A count of approximate number of votes that passed, blocked, and stood asides • All proposals passed are encouraged to be shared though various sites like Facebook, Twitter, ect… using only the official website address location.
