  1. IATA’s Zero Carbon Proposal Liam Salter Head, Climate Programme, WWF HK

  2. Overview • Public concern • Discussion of other industry approaches to climate change • Discussion of continuing short run credibility issues that face the aviation sector

  3. The Global Opinion ‘Surge’

  4. IATA Proposal • Infrastructure improvement • 12% emissions cuts through improved airspace management • Technology investment • Technology road map, fuel and engine standards from ICAO • Collaboration and R&D investment support • Operations • 25% fuel efficiency from 2005 - 2020 • Economic measures • Financial incentives and emissions trading

  5. A Proactive Industry Response

  6. Key components of industry voluntary action • Vision • Clear targets and steps to achieving the vision • Targets devolved to the sector’s key players • Measuring and monitoring on progress to achieving targets • Supporting regulatory agenda can be linked to targets • Supporting R&D demands can be linked to targets

  7. WBCSD: Cement • WBCSD sustainable cement industry initiative • Database • Member companies produce climate targets • Policy engagement • Guidelines on new fuels

  8. WBCSD: Electricity • Long term vision • Guidance on policies and measures for low carbon power • Leading to corporate targets: e.g. CLP

  9. Short run credibility tests

  10. We are only 2% of global emissions • So is iron and steel. Or the UK. And this is an RFI=1 statement. • ‘We have made fuel efficiency improvements’ • Every sector with a significant energy cost base has made similar improvements • Climate targets need to go demonstrably further than historical trends

  11. Radiative forcing index = 1 • This is technically completely unjustifiable and yet used on (almost) all in-house carbon calculators • Carbon Disclosure Project • Aside from Cathay, where is the Asian industry?

  12. Conclusion • Embrace IATA 2050 and colour it in • Industry can act to help unblock ICAO by addressing the question of who should move first • Asian companies have to move faster – CDP as a first step • Public and government opinion is moving faster than you think

  13. Thank You www.climateers.org climateers@wwf.org.hk

  14. Airline efficiency

  15. 2050 goal broken down into steps • E.g. CLP goal = 0.8kg CO2/kWh by 2010, 0.7kg CO2/kWh by 2020 0.45kg CO2/kWh by 2035 • Targets devolved to individual companies • Emissions trading system linked into emerging national systems • Negotiate incentives for leaders to move fast with governments

  16. Other • Equator principles for investment • US Banks sign voluntary agreement on coal power stations Steel • Efficiency +49%, 25 years • 3-4% emissions Cement • 8% emissions
