MINISTRY OF ENVIRONMENT AND WATER Main principles of the Bulgarian Climate Change Policy Firm intention to join the international efforts for climate change mitigation • Placing no barriers in front of the development of the national economy • Desire to attract investmentsto support the implementation of the national policy and measures on climate change

MINISTRY OF ENVIRONMENT AND WATER Legal framework The Kyoto Protocol to the UNFCCC is a part of the national legislation after its ratification in 2002 / Art. 5, § (4) of the Bulgarian Constitution / • Decision of the Council of Ministers on the adoption of the National Action Plan on Climate Change /NAPCC - 2000/ • Memoranda of Understanding with the Netherlands, Austria, Switzerland, Denmark and the Prototype Carbon Fund (World bank)

MINISTRY OF ENVIRONMENT AND WATER Institutional framework • Ministry of Environment and Water - implementation of the climate change policy /UNFCCC, Kyoto Protocol/ JI sector within the Ministry • Interinstitutional Commission on Climate Change /ICCC - 2000/ - political body for the implementation of the NAPCC. Chair person - the Deputy Minister of environment, high level officials from 17 ministries • Steering Committee for assessment of JI projects - Chair person - the Deputy Minister of environment, 12 members from relevant ministries

MINISTRY OF ENVIRONMENT AND WATER Current status in meeting the eligibility requirements for JI First Track One (1) • Bulgaria is a Party to the Kyoto Protocol • Its Assigned Amount Units have been calculated and recorded • It has submitted annually a greenhouse gas inventory report • National system for the estimation of GHG emissions will be in place • National registry – will be developed in 2007 • Supplementary information on the assigned amounts AAs will be submitted

  7. MINISTRY OF ENVIRONMENT AND WATER Procedures for JI Projects Approval (1) Project Idea Note →Letter of Endorsement Project Design Document (PDD) (incl. Baseline study, Calculation of emission reductions, Monitoring plan, Environmental Impact Assessment) Validation by Independent Entity – Validation report Assessment by the JI Steering Committee → Letter of Approval

MINISTRY OF ENVIRONMENT AND WATER Procedures for JI Projects Approval (2) Emission Reduction Purchase Agreement - between the project owner and the buyer country Implementation of the project – monitoring and verification by independent entity Transfer of verified emission reductions through the national registry

MINISTRY OF ENVIRONMENT AND WATER JIprojects under development (1) The Netherlands (EruPT-3) • Landfill gas extraction and utilization in Bulgaria (2 projects); • Reduction of greenhouse gas by gasification of three municipalities. (EruPT-4) • Landfill gas extraction and utilization in Bulgaria; • Reduction of greenhouse gas by gasification of one municipality;

MINISTRY OF ENVIRONMENT AND WATER Opportunities for JI projects in Bulgaria • Renewable energy sources (biomass, biogas, small hydro, wind, solar and geothermal) • Combined heat and power generation • Fuel switch • Energy efficiency (industry, residential buildings, transport) • Waste processing (biogas)
