  4. III. Sections 4,5,6 • Congress meets at least once a year • Each house determines its rules and procedures • Filibustering • - • $136,700 for Representatives and Senators Annually

  5. IV. Section 7 • Tax Bills • Representatives are responsible for bills raising revenue • Through the lawmaking process a bill becomes a law • The president signs or vetoes a bills presented • 2/3 majority of congress can overthrow a Presidential veto
