    3. Training Courses DSP Courses can be found in the DAU Catalog under Production, Quality, Manufacturing (PQM) Series These courses are open to all DOD, Civilian Agency, and Industry Personnel. There is no cost for these courses other than costs associated with travel. For those seeking Defense Acquisition Workforce Improvement Act (DAWIA) Certification, continuous learning points or CLPs from our courses can be used for the additional 80 CLPs needed every 2 years for maintaining certification

    4. Current Courses PQM 103 Defense Specification Management PQM 104 Specification Selection and Application PQM 203 Preparation of Commercial Item Descriptions for Engineering and Technical Personnel PQM 212 Market Research for Engineering and Technical Personnel.

    5. PQM 103 Defense Specification Management In depth 2-week course for standards practitioners Course goals: Apply DoD policy and procedures in developing and managing standardization documents. Develop and apply performance based standardization documents which meet users needs, promote commerical products and practices, and ensure best value to the government. Identify, locate, and obtain standardization documents. This course covers DoD policies and procedures for the development, management, and use of non-government standards, commercial items descriptions, specifications and standards. This class places an emphasis on interoperability, market research, use of commercial/non developmental items alternatives, use of performance specifications, and International Standardization Agreements. This course is designed DoD acquisition personnel actively involved inn the development and management of specifications and standards, handbooks, and commercial item descriptions and non-governmental standards. This course covers DoD policies and procedures for the development, management, and use of non-government standards, commercial items descriptions, specifications and standards. This class places an emphasis on interoperability, market research, use of commercial/non developmental items alternatives, use of performance specifications, and International Standardization Agreements. This course is designed DoD acquisition personnel actively involved inn the development and management of specifications and standards, handbooks, and commercial item descriptions and non-governmental standards.

PQM 104 Specification Selection and Application 2- day overview course for individuals desiring familiarity with standardization documents Course Goals: Obtain awareness of DoD standardization policy and procedures Understand the different types of standardization documents and select the most effective to meet users needs Identify locate and obtain standardization documents. This course provides instruction on the appropriate selection and correct application of nongovernment standards, commercial items descriptions, specifications and standards, and related documents in the acquisition process. Emphasis is placed on interoperability and proper use of standardization documents. This course is designed for DoD personnel who are involved in setting requirements and making standardizations decisions or for those who use specifications and standards but are not actively involved in the development or management of requirements documentation. This course provides instruction on the appropriate selection and correct application of nongovernment standards, commercial items descriptions, specifications and standards, and related documents in the acquisition process. Emphasis is placed on interoperability and proper use of standardization documents. This course is designed for DoD personnel who are involved in setting requirements and making standardizations decisions or for those who use specifications and standards but are not actively involved in the development or management of requirements documentation.

PQM 203 Preparation of Commercial Item Descriptions for Technical and Engineering Personnel Facilitated Online Learning Environment-Interactive approach using online exercises and virtual group discussions Course goals: Implement appropriate DoD policy regarding use of commercial item descriptions Develop a performance based Commercial Item Description (CID) for describing commercially available products acceptable to meet the users needs This course presents instruction on the preparation and use of Commercial Item Descriptions (CIDs) including characterization of commercial items, the development and use of market acceptability criteria, and the development of performance based salient characteristics. Also current policy on the use of CIDs and performance is discussed. This course is designed for personnel who are involved in generating product descriptions for commercial and nondevelopmental items or who are involved in determining the commerciality of an item. This course presents instruction on the preparation and use of Commercial Item Descriptions (CIDs) including characterization of commercial items, the development and use of market acceptability criteria, and the development of performance based salient characteristics. Also current policy on the use of CIDs and performance is discussed. This course is designed for personnel who are involved in generating product descriptions for commercial and nondevelopmental items or who are involved in determining the commerciality of an item.

PQM 212 Market Research for Engineering and Technical Personnel Continuous Learning Module, in final stages of development/will become CLE 028 “Market Research for Technical Personnel” Course goals: Understand and apply market research principles and processes Plan and conduct market research within a commodity Locate sources of market research information This course describes market research from the perspective of technical personnel . It explains the practical value and discusses the government mandate to conduct market research The course addresses market research team membership, sources for obtaining market data, and techniques for technical evaluation and documentation of market information. This course is ideal for those who are involved in developing acquisition requirements, conducting tradeoff evaluations with users, or determing the commerciality of supplies or services. This course describes market research from the perspective of technical personnel . It explains the practical value and discusses the government mandate to conduct market research The course addresses market research team membership, sources for obtaining market data, and techniques for technical evaluation and documentation of market information. This course is ideal for those who are involved in developing acquisition requirements, conducting tradeoff evaluations with users, or determing the commerciality of supplies or services.

    9. Delivery Methods Three types of delivery methods currently exist for DSP Courses Resident/Local Facilitated Online Learning Environment (FOLE) Continuous Learning Modules (CLM’s)* (Coming May 2008)

    10. Resident/Local Course is delivered by instructor at a specific site A requirement for the class is approved by the site DACM The DACM requests the class be brought to the site A minimum of 23-25 students must be enrolled 60 days prior to the course commencing

Facilitated Online Learning Environment Facilitated Online Learning Environment (FOLE) Material is offered online (Uses blackboard* in order to facilitate lecture and exercises) Instruction may be offered both online/and virtual classroom Requires a specific number of students in order to be held Members are organized into working groups PQM 203 “Preparation of Commercial Item Descriptions for Engineering and Technical Personnel” is currently offered in this format

Continuous Learning Modules (CLMs) Continuous Learning Modules (CLMs) Material is offered online through self-paced modules that support learning requirements and award continuous learning points (CLPs) Students enroll online Students typically have between 45 and 60 days to complete the course CLMs enable students to work independently 80 CLPs are required every two years to maintain DAWIA Certification (Let’s talk about the new database.) New database is called Qualified Products Database or “QPD” QPD went live on 3 April 2006 User training sessions are being held Population of database is in progress Full transition to automation will depend on how quickly Qualifying Activities can transform their current data (Now let’s talk about our plan for user training.)     13. Resident Delivery How do I get DSP classes delivered to my site? Check with your individual DACM’s to find out how the process works in your specific organization Be advised that specific fill rates are required by DAU to keep the class from being cancelled (Next we’ll cover Implementation.) During the transition period, there will be a mix of paper publications and data sets As each QPL is updated, it will be converted to a Qualification Data Set (QDS), or electronic record If you search for a converted QPL in ASSIST, you will find a Transformation Notice, which will refer you to the specification requiring qualification (One more slide on implementation.) (Next we’ll cover Implementation.) During the transition period, there will be a mix of paper publications and data sets As each QPL is updated, it will be converted to a Qualification Data Set (QDS), or electronic record If you search for a converted QPL in ASSIST, you will find a Transformation Notice, which will refer you to the specification requiring qualification (One more slide on implementation.)
