  2. 需求背景 ★教師需求背景 〈校園意外→家長求償→相關的法律問題〉 案例:景文高中玻璃娃娃等事件（賠償300萬元） 游泳池溺水 搭電梯卡住 吃營養午餐中毒 打球受傷

  3. 努力過程 一、台北縣教師會向教育局提案 二、教育局因經費考量，無疾而終 三、與教育部討論，但效果也不好 四、透過全國教師會、尋求該縣立委 的支持與幫忙

  4. 政策規劃 • 立委擬訂「國民教育法」等四項法案的部份條文修正草案

  5. 政策立法 • 黃委員因擔任該次的召委，所以才能把此案排入議程 • 1.提案 2.一讀會 3.審查 4.二讀會 5.三讀會 6.公佈或覆議

  6. 『學校場所責任險』內容 • 修文明定:高中職以下將保公共意外險，經費由教育部編列，預估一年經費8063萬元，未來校內學生、教職員工，以及假日到校園活動民眾，若不幸遭遇意外，都在保險範圍內。
