But by 2002, at the age of 42, and with three young children, he decided to leave the office. • "The fundamental problem is, government doesn't pay competitively," Saitas said. As executive director, Saitas was paid about $132,000 in 2002. • In 2003 he was paid at least $360,000 by consulting clients, according to records at the Texas Ethics Commission.   7. Ralph Marquez Griffith, Moseley, Johnson and Associates, Inc. - Head of Environmental Affairs Ralph Marquez of Texas City, Texas was appointed by Governor George W. Bush to the Texas Commission on Environmental Quality (TCEQ) on May 1, 1995, and was confirmed by the Texas Senate on May 5, 1995. His first term expired August 31, 1999. He was reappointed by Governor Rick Perry for a second term that expired August 31, 2005. The Texas Senate confirmed his second appointment on Feb. 21, 2001. He retired from the TCEQ on March 31, 2006. During his terms on the Commission, Marquez was heavily involved in air quality, Mexico border, and regulatory innovation issues. Prior to his appointment, Marquez served on several TNRCC (predecessor to TCEQ) advisory committees and task forces. He has been a vice-chair of the Texas Chemical Council environmental committee, a board member of the Gulf Coast Water Authority, and served on the State of Texas Waste Reduction Advisory Committee. He also served as chairman of the City of Texas City Environmental Advisory Board. From 1963 to 1993, Marquez worked for the Monsanto Company in various capacities, including internal company consultant for technical, regulatory and legislative environmental issues. He has a bachelor’s degree in Chemical Engineering from the University of Texas and a master’s degree in Future Studies from the University of Houston-Clear Lake. Marquez served on the U.S. Environmental Protection Agency’s Clean Air Act Advisory Committee for 6 years. While a Commissioner he served as chair of the Environmental Council of States Air Committee and the Regulatory Reinvention Work Group. In April 2006, Marquez was appointed by President Bush to the Joint Public Advisory Committee to the Commission for Environmental Cooperation among Mexico, Canada and the United States and served until April 2010. In April 2008 Marquez was the recipient of the State of Texas Gregg A. Cooke Memorial Award for Exceptional Environmental Excellence.

Dan Pearson • Former Executive Director TECQ (Oct.1994-June 1998) • Pearson is partner and chief operating officer at HillCo Partners LLC, a premier full-service government affairs consultancy in Texas focusing on legislative, public policy and regulatory matters. He began his career at the Texas Comptroller of Public Accounts under Bob Bullock, advancing to deputy comptroller.   11. Dan Pearson Dan Pearson is a partner at HillCo and serves as the Chief Operating Officer. Formerly Executive Director of the Texas Commission on Environmental Quality (TCEQ), Pearson is widely respected statewide as an environmental expert. Since joining HillCo Partners in 1998, Pearson has focused on clients in the environmental arena, particularly focusing on water and air issues. Clients seek him for his ability to guide them through the complex project permitting process, overcoming regulatory and administrative hurdles, and managing political and public interests. Pearson is a central figure in the ongoing debate about Texas water policy. As Executive Director of TCEQ, he was closely involved in the legislature’s passage of Senate Bill 1, the cornerstone for the state’s water planning and policy. He remains deeply involved in the legislative and regulatory processes affecting water issues through his representation of river authorities and other water suppliers and consumers including cities, industry and agricultural interests. Pearson’s involvement includes surface water, ground water, desalination, wastewater reuse, aquifer storage and recovery, and the largest water rights permitting projects in the state. His expertise includes in-depth knowledge of the federal Clean Air Act and Texas air quality permitting requirements. Prior to heading up TCEQ, Pearson served eight years as Deputy Texas Comptroller and developed many aspects of the state’s current tax system. He has used this experience to advise numerous HillCo clients seeking tax incentives, abatements and economic incentives for multi-billion-dollar projects in Texas, skillfully steering them through discussions with the governor’s office, state agencies and local governments, and maximizing incentives critical to their decisions to build or expand in Texas. Pearson graduated from Texas State University.
